Duties

  • Plans, organizes, and directs the activities of 374th Force Support Squadron, Civilian Personnel Flight, ensuring that the Classification for Local National positions and Affirmative Employment Section complies with legal and regulatory requirements and meets customer needs
  • Exercises supervisory personnel management responsibilities
  • Represents the 374th Force Support Squadron, Civilian Personnel Flight with a variety of installation and functional area organizations
  • Manages the Affirmative Employment Program for all U.S. Appropriated Fund, Master Labor Contract (MLC), and Indirect Hire Agreement (IHA) Japanese Local National and Third Country Nationals positions
  • Administers the Position Classification Program

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location.

  • This is a supervisory position and a one year probationary period is required if not previously completed
  • This position has a Limited Area of Consideration (AOC) to current Department of Air Force employees currently assigned to Pacific Air Forces Command.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the laws, rules, regulations, executive orders, policies and concepts governing various Federal civilian personnel disciplines and in particular those pertaining to staffing, placement, and Federal Equal Employment Opportunity Program as well as working knowledge of policies and principles involved with the administration of the pre-Classification function. Knowledge of the analysis of organizational and operational problems for partially centralized HR recruitment/placement and classification functions and resulting impact to local mission. Requires ability to develop timely and economical solutions for local management's best interests. Knowledge of safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of management and installation's organization missions and objectives and their implications on personnel management programs at large multi-mission or otherwise diverse and complex organization or installation.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and the development concrete action plans for resolution.
  • Knowledge and practical understanding of federal personnel management, Local National MLC/IHA, functions, theories, and techniques and basic relationships among personnel disciplines.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
