KPS is looking for a Budget Support Analyst to provide, Comprehensive Management, Analysis, and Strategic Support for FMS Surcharge Accounts to ensure the effective, compliant, and efficient management of Defense Security Cooperation Agency's (DSCA) surcharge accounts through rigorous financial analysis, adherence to compliance standards, proactive stakeholder engagement, and continuous process improvement.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
- Financial Analysis and Reporting: Conduct monthly and quarterly financial analyses of all surcharge accounts to assess their performance, status, and integrity.
- Develop and submit comprehensive reports detailing findings, trends, and actionable insights to DSCA leadership and relevant stakeholders.
- Utilize advanced financial modeling techniques to forecast future account performances under various scenarios.
- Compliance Monitoring and Management: Regularly review and analyze operations related to surcharge accounts to ensure compliance with U.S. laws, DSCA policies, and international agreements.
- Update and maintain documentation of compliance activities, including audits, policy changes, and procedural updates.
- Identify potential compliance risks and develop mitigation strategies.
- Stakeholder Communication and Engagement: Act as the primary liaison for surcharge account matters between DSCA, foreign military sales (FMS) customers, and other stakeholders.
- Address inquiries, provide guidance, and resolve issues related to surcharge account policies and procedures.
- Organize and lead regular stakeholder meetings to discuss account status, address concerns, and gather feedback.
- Process Improvement:
- Evaluate current processes and procedures related to the management of surcharge accounts for efficiency and effectiveness.
- Recommend and implement improvements to streamline operations, reduce risks, and enhance transparency.
- Incorporate technological solutions where applicable to automate processes and improve accuracy.
- Training and Support: Develop comprehensive training materials and conduct workshops for DSCA staff and stakeholders on surcharge account management practices.
- Provide ongoing support and consultation to ensure adherence to best practices and policies.
- Stay informed of changes in financial regulations and update training materials accordingly.
- Advisory and Analytical Support: Offer expert analysis on the impact of legislative, policy, and market changes on surcharge accounts.
- Prepare briefing materials and presentations for senior management to support strategic decision-making.
- Participate in strategic planning sessions to align surcharge account management with DSCA's overall mission and objectives.
Education:
- Associates degree in a computer science, information technology, or computer related discipline preferred or relevant experience in lieu of a degree.
Work Experience, Knowledge, Skills & Abilities:
- Candidates must be a US Citizen with an active Secret Level Clearance, per Government requirements
- 5 years experience in financial analysis and reporting, ideally within DOD frameworks.
- Expertise in compliance monitoring
- Ability to recommend process improvements
- Strong Analytical Skills
- Familiarity with technological tools for financial management
