Duties
Help
  • Utilizes the automated enterprise resource planning General Fund Enterprise Business System (GFEBS) to prepare financial, budgetary, and statistical reports on the status of funds required by Program Managers, and Higher Authority.
  • Allocates fund(s) within the functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.
  • Records, monitors and reviews obligations, expenditures, reimbursable orders, requests for allotments, etc.
  • Meets with Program Managers and Leaders regarding the availability of funding needed within their programs, and coordinate funding in order to meet those objectives.
  • Performs accounting functions for current and prior years, to ensure the ability to execute available appropriations before expiration and ensure remaining open obligations are valid and support accurate financial and budget reporting.
  • Analyzes historical cost data and budget execution to determine prior year trends.
  • Establishes and maintains liaison with operating and management officials and provide monthly or ad hoc updates as requested.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One year trial/probationary period may be required.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for the FINANCIAL MANAGEMENT SPECIALIST, GS-0501-11 position:

Specialized Experience: One year specialized experience which includes utilizing resource planning systems, performing accounting activities, and assisting with preparing fund reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Finance.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
