Summary: The primary purpose of this position is to serve as HQ AFGSC senior program analyst, applying contracting and resource experience to plan organize and develop policies, regulations, directives, program doctrine, and procedures for the establishment and maintenance of assigned AFGSC contracting programs. Initiates and develops AFGSC's annual plans, budgets and fiscal programs encompassing all mission support divisions/directorates. Coordinates and advises on reprogramming of funds and manpower. Organizes and evaluates modification to existing plans and responds to changing environments.
Plans and programs AFGSC logistics and Services Acquisition Program Management functions and integrates programming inputs from Civil Engineering, Logistics, Maintenance and Contracting for the directorate. Efforts support US interests at installations/locations where US Air Force has assets including personnel, facilities, infrastructure, and/or equipment. Identifies POM requirements, current situation, and impacts if support is not provided and provide this information via many avenues to US agencies to obtain funding and authorization for required programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of Air Force and applicable local, state and federal procedures, directives, and policies as well as support agreements. Ability to apply various guidance to determine eligibility of programs for funding and authorization at installations with US Air Force personnel, facilities, and/or equipment. Skill at interpretation of such guidance and the ability to accurately convey this information to base personnel. Professional knowledge and abilities to serve as a technical authority concerning logistics program management; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related logistics disciplines as they relate to planning and programming. Ability to plan and monitor large-scale logistics projects and programs to ensure compliance with applicable objectives, standards and requirements. Expert knowledge in AFGSC programs related to mobilization, exercises, Planning Programming Budgeting and Execution System, Air Force Capability Investment Strategy, Integrated Priority List, Future Years Defense Program (FYDP), rebasing and long-range strategy for beddown of new missions. Ability to analyze, interpret and apply rules, regulations and procedures in a variety of situations and recommend solutions and implement recommendations where proposals involve substantial resources and require extensive change in establishing new concepts and procedures. Comprehensive knowledge of the command mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

DUTIES:
- Analyzes, directs, develops and integrates plans and programs for installation support of AF Global Strike missions involving logistics, maintenance, and contracting using a professional knowledge of logistics principles and economies.
- Installation Support: Analyzes, directs develops and integrates plans and programs for the sustainment, modernization and restoration of AFGSC logistics, civil engineering, contracting and maintenance equipment, facilities and capabilities using a professional knowledge of logistics principles and economics.
- Responsible for communicating critical issues to other staff agencies, installations and superiors.
- Plans and Programs Analyst. Apply Air Force logistics experience and techniques to analyze, develop, and evaluate plans, goals, and objectives for long range implementation of assigned AFGSC programs.

- Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
- Broad knowledge of all phases of logistics functions with special emphasis and professional knowledge of logistics programming. Knowledge of understanding of professional concepts, principles, theories, and state-of-the-art practices applicable to the most complex projects. Thorough knowledge of logistics standards, methods, practices and techniques, materials, and contracting procedures relevant to executing assigned contract/programs.
- Ability to analyze, interpret and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Design and conduct comprehensive studies and prepare solutions and implement recommendations where proposals involve substantial resources and require extensive change in establishing new concepts and procedures. Ability to develop concise written technical information appropriate for any specific audience. Ability to effectively communicate via a formal briefing or in a public speaking forum. Ability to utilize personal computers and the internet to analyze, collect and disseminate information.
