Overview
The Technical Solutions Lead leads the development of innovative, compliant, and compelling solutions in support of new business opportunities and strategic initiatives. This includes analyzing customer requirements, developing technical architectures, identifying technology stacks, integrating partner capabilities, and authoring technical content for proposals.
You will partner closely with capture managers, program leaders, SMEs, and customers to shape winning offerings across cyber, software development, systems integration, and emerging technologies.

You will partner closely with capture managers, program leaders, SMEs, and customers to shape winning offerings across cyber, software development, systems integration, and emerging technologies.
Responsibilities
- Lead technical solutioning for priority pursuits, proposals, and strategic initiatives.
- Collaborate with BD/Capture teams to influence opportunities and shape RFP requirements.
- Engage directly with customers to understand mission needs to present effective technical approaches.
- Evaluate, integrate and leverage partner, subcontractor, and COTS/GOTS capabilities into comprehensive solutions.
- Translate business and mission challenges into scalable, cost-effective architectures.
- Author and review technical proposal sections, white papers, and Concept of Operations (CONOPS).
- Stay current with federal technology trends, emerging security standards, and evolving agency-specific needs.
- Serve as a Thought Leader across capture reviews, color team participation, and customer discussions.
Qualifications
- Bachelor's degree in Computer Science, Engineering, Information Systems, or any technology related field (or equivalent experience).
- 8+ years of direct experience in a technical role supporting federal programs.
- Proven experience designing and implementing solutions in support of proposals or major programs.
- Strong understanding of one or more mission domains (e.g., software development, cyber, intel, C4ISR, cloud migration, zero trust).
- Familiarity with NIST, RMF, FedRAMP, and agency-specific frameworks (IC, DoD, etc.).
- Excellent communication and writing skills for both technical and non-technical audiences.
- S. Citizen with ability to obtain a Personal Security Clearance (PCL).
- Comfortable in a dynamic, fast-paced deadline-driven environment, working with a small team.
Preferred Qualifications:
- Master's degree and/or technical certifications (e.g., AWS, CISSP, PMP).
- Experience supporting proposals under GWACs, IDIQs, or OTAs.
- Prior work with intelligence agencies or DoD components.
- TS/SCI clearance.
