The Engineering & Sciences (E&S) organization pushes the boundaries of innovation, redefines engineering capabilities, and drives advances in various sciences. The Operations Manager for Engineering & Sciences (E&S) Navigation, Targeting & Survivability (NT&S) Division will be "based" in the greater Chicago area at our Rolling Meadows, IL site. The position will report directly to the vice president and is responsible for ensuring that the vice president's vision is translated into an operational reality.
The selected candidate will work with leaders of all levels across the matrix organization to facilitate the dissemination of information and expedite the implementation of initiatives across the sector. The successful candidate will also manage the administrative and operational affairs of the vice president and is a member of the E&S NT&S leadership team. The ideal candidate will be able to demonstrate strong leadership and relationship building skills, a track record as an effective verbal and written communicator, and problem solver with the ability to innovate while challenging traditional ways of doing business.

The candidate will support division-level operations and requires a broad base of engineering knowledge in Systems Engineering, Integration & Test (SEIT), Software Engineering/Digital Technology (SWDT), and Hardware Engineering (HWE). The ideal candidate will also have a strong background in business management & finance, program management, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across the business units and other divisions.

Primary Level Salary Range: $149,400.00 - $224,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Coordinate with engineering site leads (multiple sites), and engineering OU business partners to ensure effective planning, staffing, and efficient functional engineering operations.
- Collaborate with the engineering, division, BU and OU operations managers to ensure a strong partnership between engineering and programs.
- Collaborate with multiple functional organizations (human resources, talent acquisition, business management, mission assurance, enterprise services, program management, facilities and security) to define strategies that enhance operational effectiveness and efficiency.
- Identify engineering focus areas for improvement/streamlining, development and execution of engineering initiatives, and elimination of non-value-added activities in all levels of the engineering organization.

Duties and Responsibilities:
- Establish & maintain the organization business rhythm - includes management reporting and information flow. Improve operational systems, processes and policies in support of the Engineering mission.
- Develop and support collaboration tools required for efficient and effective communication for geographically dispersed teams.
- Support staffing efforts including demand summarization, supply forecast planning, and retention activities to meet the labor goals required by the business unit.
- Lead indirect budget management to include allocation, monitoring, reporting, and resolving discrepancies.
- Support or lead workforce development projects including training, mentoring programs, and technical growth initiatives.
- Coordinate and track all engineering capital projects from planning through project close out.
- Coordinate and track all engineering IRAD/ITA projects from planning through project close out.
- Lead internal special projects as requested by the vice president, to include activities such as establishing and leading cross-functional teams, developing and monitoring objectives, briefing senior leaders, and site facilities coordination across sector as appropriate.

Basic Qualifications :
- Bachelor's Degree with minimum of 8 years of professional experience, or MS degree and 6 years of professional experience.
- The ability to interact effectively with a broad cross-section of disciplines (technical and non-technical).
- Agility to span a large breadth of topics and work details to resolution.
- Demonstrated capability to establish a framework and supporting processes in a dynamic environment.
- Strategic thinker with demonstrated ability to operate at both strategic- and tactical levels, as needed.
- Ability to prioritize and complete multiple tasks and projects within critical deadlines.

Preferred Qualifications:
- 2+ years of project management experience and 3+years of technical experience preferred.
- Experience with MBE, Agile, and/or DevOps / DevSecOps.
- A strong background in engineering and comfortable with planning tools (development and use) including Microsoft Project, SAP, Workday, Salesforce, workload forecasting tools, etc.
- Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning, and presentation skills.
- Ability to obtain and maintain a DoD Top Secret clearance.
