Job Summary:
B&A is looking for a program manager to join a contract with a federal government client in support of an important mission. We are seeking an experienced Program Manager to lead and oversee large, complex projects involving cross-functional teams of data processing and information management professionals. The Program Manager will be responsible for ensuring the successful analysis, design, integration, testing, documentation, conversion, extension, and implementation of automated information and telecommunications systems. This role requires strong leadership, strategic planning, and communication skills to manage contract operations across multiple projects and locations.

Job Summary:

The Program Manager will be responsible for ensuring the successful analysis, design, integration, testing, documentation, conversion, extension, and implementation of automated information and telecommunications systems. This role requires strong leadership, strategic planning, and communication skills to manage contract operations across multiple projects and locations.
Responsibilities:
- Provide day-to-day management of overall contract support operations, ensuring quality delivery of services and solutions.
- Lead and direct diverse teams of IT and information management professionals across multiple sites and projects.
- Organize, coordinate, and oversee the planning, execution, and production of all contract support activities.
- Establish, maintain, and, when necessary, adjust corporate management structures to ensure effective contract performance.
- Ensure projects adhere to contract requirements, timelines, and budget constraints.
- Maintain strong working relationships with government contracting officials, stakeholders, and customer representatives.
- Demonstrate excellent written and verbal communication skills in delivering reports, briefings, and updates.
- Support acquisition processes by analyzing source documentation and assisting in the development of acquisition-related deliverables.
Education and Experience
- Bachelor's degree required (Program Managers identified as Key Personnel must meet this requirement).
- Minimum of 5 years of experience in program management.
- Minimum of 10 years of leadership experience with progressively higher responsibility in the IT and/or consulting fields.
Required Skills:
- Must hold a Project or Program Management certification (e.g., PMP or other recognized equivalent).
- Certifications must be issued by accredited institutions, such as the Project Management Institute (PMI), Defense Acquisition University, Department of Veterans Affairs, or accredited universities/colleges.
- Equivalent training, degrees, or relevant experience may be considered if clearly demonstrated.
- Experience with the Information Technology Acquisition process and related milestones.
- Experience analyzing source documentation and supporting the creation of acquisition documentation.
Desired Skills:
- Master's degree in Business, IT Management, or a related discipline.
- Previous experience managing federal government contracts and working with contracting officers, CORs, and task order managers.
- Familiarity with Agile, SAFe, or hybrid project management methodologies.
- Knowledge of ITIL frameworks and IT service delivery practices.
- Experience leading cloud migration, modernization, or digital transformation projects.
- Proven track record of managing multi-million-dollar programs and distributed teams.
- Strong risk management, change management, and stakeholder engagement expertise.
- Ability to obtain and maintain a government security clearance, if required.
