The Property Management Advisor oversees the acquisition, utilization, tracking, and disposal of U.S. Government property in compliance with Federal Acquisition Regulations (FAR) and Department of State Acquisition Regulations (DOSAR). This role involves developing asset management policies, managing inventory, supporting audits and inspections, and coordinating across agencies to ensure accountability, regulatory compliance, and operational efficiency. The advisor provides leadership to property control personnel and ensures all reporting and documentation requirements are met accurately and on time.

PROPERTY MANAGEMENT ADVISOR Responsibilities Include:
Provide guidance on direction, management and controls for government property acquisition, utilization and disposal, inventory management, and personal property management.
Performs other job-related duties as assigned
Research and assist in developing, managing and monitoring activities of assigned property control personnel.
Participates in developing program/project plans and budgets, develops and recommends asset management policies and procedures, plans, organizes and implements work activities to meet established property control objectives.
Contributes to Department of State property control program and project compliance with all applicable laws, regulations and regulatory agency requirements, participate in the management of government procured property.
Participate in the formulation of development concepts, analyze opportunities and constraints for alternative property procurement and control scenarios.
Support multiple stakeholders on development of property control procedures and accountability measures; works with assigned team to ensure mission goals are achieved in a timely manner. Monitors and reports on property status and budgetary impacts.
Conduct or participate in property transactions; prepare request for transfers.
Prepares and administers disposal documentation damaged, aged or worn property; performs analytical research of contractor reports and performs physical inspections to ensure that USG property is being maintained in order to obtain full life cycle expectancy.
Ensure that reports for lost, missing, or damaged (beyond normal wear and tear) items are properly and promptly reported to the Department of State in a timely manner, in the proper format, at the direction of the Department of State Property Administrator.
Coordinates with and provides asset management information/assistance to other USG departments and outside agencies/ organizations; respond to a variety of property inquiries from internal and external sources; represents the department in meetings with departments, contractors, consultants and officials from other agencies.
PROPERTY MANAGEMENT ADVISOR Experience, Education, Skills, Abilities requested:
Mastery of property management concepts, methods, and best practices to provide expert guidance to Department of State management in meeting short- and long-term operational requirements and in developing plans that optimize operational efficiency and effectiveness in the assigned property management and support area particularly related to Federal Acquisition Regulations (FAR) and Department of State Acquisition Regulations (DOSAR).
Mastery of the full range of principles, concepts, methods, and practices in supply services management particularly related to Federal Acquisition Regulations (FAR) and Department of State Acquisition Regulations (DOSAR).
Knowledge of the organizational and functional interrelationships within DOS, as well as DOS relationships with other cabinet- level agencies, including the military departments, involved in supporting the property transfer operations of the U.S. Embassy Baghdad.
Knowledge of regulations governing the acquisition of equipment, personnel, and supplies required to support Embassy operations to ensure that contractors fulfill requirements regarding the movement of equipment, personnel, and supplies throughout Iraq.
Ability to provide leadership and work effectively, cooperatively, and harmoniously in a multi-disciplinary team environment under considerable stress and tight deadlines, and with minimal supervision, in meeting the demands associated with a high profile, results-driven activity.
Ability to communicate effectively, both orally and in writing, to plan, organize, coordinate, and oversee operations. Provide advice and guidance, reconcile conflicting viewpoints, negotiate agreements with various stakeholders, resolve complex and often controversial technical and management issues, and represent the Department of State in a variety of forums regarding property and supply chain issues.
Minimum of a Bachelor's Degree is required.
Five to seven (5-7) years of experience working with USG acquisition processes and property control procedures, or a High School diploma and eight-ten (8-10) years' equivalent experience working with USG acquisition processes and property control procedures.
Level 4/5 in English is required.
Must possess and maintain a current, valid United States driver's license.
