The Program Manager (PM) is the key personnel responsible for managing all aspects of a Department of State contract, ensuring compliance with deliverables, deadlines, and performance standards. The PM directly supervises all contractor personnel, coordinates with the Contracting Officer Representative (COR), and serves as the primary liaison between the contractor and the government. Duties include overseeing operations, conducting meetings and reporting, managing resources and staffing, enforcing policy compliance, and maintaining budget and schedule controls throughout the project lifecycle.

PROGRAM MANAGER (KEY PERSONNEL) Responsibilities Include:

The Program Manager (PM) manages the operation of the contract and is the focal point for all contract functions and personnel. The PM shall be designated as Key Personnel and directly supervise all Contractor's employees. PM will ensure that the quality of work meets or exceeds customer standards and that scheduled commitments are met.

The PM has the responsibility to run the project on a day-to-day basis while overseeing all aspects of the project using planning, monitoring and controlling processes. The PM is responsible for coordination and completion of the project and to this end will perform a variety of tasks including setting deadlines, assigning responsibilities, and monitoring and summarizing progress of the project.

The PM will effectively communicate relevant project information to the Contracting Officer Representative (COR). The PM will also track and communicate personnel actions such as Rest and Recreation (R&R), duty assignments, status, and demobilization. They will represent the Contractor at meetings with Government personnel. Therefore, interface and communication with the government is very important and a top priority. They will be identified as Key Personnel. (See section H- Key Personnel)

Performs other job-related duties as assigned

Manage the daily operations of the Department of State (DOS) contract include the following:

Prepare monthly and weekly status reports.

Provide all deliverables according to contract requirements by deadlines.

Conduct bi-weekly meetings with on-site personnel to provide input to the COR.

Attend weekly meetings with COR and DOS staff.

Recognize areas for improvement and develop plan for implementation.

Provide supervision and administrative oversight for all Contractor personnel.

Monitor employee behavior and ensure it meets Embassy and DOS' requirements and Official Government Notices. Report infractions and recommend appropriate action.

Review and approve each staff member's timecard against attendance and compliance issued work authorizations.

Approve and sign expense reports, benefits requests, training, and travel requests prior to submission to the COR. Provide overtime requests to the COR prior to overtime hours being worked, unless specified in the Contract.

Keep corporate staff advised of the customer's organization and personnel changes.

Prepare quotes for supplies and submit them to the COR.

Monitor contract/task Period of Performance (POP) and notify the COR when the PoP has reached 75% of the end date.

Monitor contract funding and notify the COR when the 75% spending level has been reached (see Limitation of Funds clause, Section I)

Perform the work effort in accordance with the statement of work (SOW) and referenced specifications.

Meet contract cost/schedule performance objectives as stated in Section F-001 "Quality Control Plan".

• Level 4/4 in English is required.

• Level 2/2 in Arabic is required.
