The mission of the Lone Wolf program is to support, operate, and maintain the Distributed Continuity Integrated Network - Top Secret Enterprise Services (DCIN-TS ES) which is a DoD-provided, TS/SCI, integrated voice, video, and data, global communications network that facilitates collaboration among senior leaders and key staff. The Lone Wolf program boasts a professional workforce comprised of specialists throughout the Information Technology lifecycle and who contribute to a positive work environment.

Responsibilities:

The duties and responsibilities of the Continuity Planning Principal include, but are not limited to, the following:

  • Manage the development, implementation, and maintenance of the organization's comprehensive COOP Plan in accordance with Federal Continuity Directives
  • Manage the development, implementation, and execution of an outreach program that ensures alignment with customer's continuity requirements
  • Develop, implement, and execute a comprehensive Continuity Test, Training, and Exercise Program
  • Develop, implement, and execute a Continuous Improvement Plan
  • Develop, implement, and execute a continuity working group
  • Coordinate with stakeholders to identify and maintain Mission Essential Functions
  • Develop Standard Operating Procedures to ensure functions can be maintained when primary personnel are unavailable
  • Create and maintain an Essential Records Management Program
  • Ensure compliance with relevant federal regulations, DoD directives, and agency policies
  • Assist with identification, establishment, operations, and maintenance of alternate sites
  • Assist with contingency policy development, overarching contingency plan, and related specialized plans, including a
  • Critical Infrastructure Plan, Occupant Emergency Plan, Disaster Recovery Plan, Cyber Incident Response Plan, Information System Contingency Plan, and a Crisis Communications Plan
  • Assist the customer in developing a budget for a comprehensive continuity program
  • Assist the customer in developing a budget for and acquiring continuity communications capabilities in accordance with PPD-40 and OSTP/OMB D-16-1
  • Conduct a Federal Continuity Directive mandated biennial Business Process Analysis and Business Impact Analysis used to determine essential function and the associated level of personnel and contractor support, information technology, and facilities needed to continue them
  • Attend relevant national continuity meeting and working groups
  • Serve as the Alternate Emergency Planning coordinator (EPC) for all COOP activities
  • Determine appropriate staffing requirements and ensure all Emergency Response Group (ERG) positions remain filled
  • Manage continuity personnel data in the COOP Management System
  • Distribute and track Government Emergency Telecommunications Service (GETS) cards and Wireless Priority Service (WPS) capability
  • Ensure proper deactivation of GETS and WPS when personnel depart
  • Oversee training requirements for ERG members and subject matter experts
  • Conduct capability testing and maintain communications during exercises and actual events
  • Coordinate notification of potential relocations and distribution of official orders to leadership and continuity personnel
  • Provide FEMA Level I Professional Continuity Practitioner training for PMO personnel to ensure staff readiness and compliance with continuity requirements
  • Manage BPA and BIA activities in accordance with Federal Continuity Directives
  • Assist with contingency-related BIA activities in accordance with NIST 800-34
  • Document and analyze lessons learned from exercises and actual events
  • Serve as a key member of the ERG
  • Participate in continuity activities during actual events and exercises
  • Provide technical guidance and subject matter expertise
  • Support Reconstitution efforts
  • Maintain readiness for activation
  • Develop and deliver preparedness outreach messages for personnel
  • Implement and coordinate NIMS/ICS principles during exercises and actual incidents, as appropriate


Requirements:

  • Must have active Top-Secret clearance with SCI or TS with the ability to acquire SCI
  • 10 years of experience as a Continuity Manager or FEMA Continuity Professional
  • 10 years of experience within the U.S. Intelligence Community
  • Experience in developing a Continuity Program and implementing COOP plans and policies
  • Expert knowledge of National Continuity Policy, Federal Continuity Directives, and NIST 800-34
  • Experience in implementing OSTP/OMB D-16-1 requirements at the primary operating facility and alternate sites
  • Must be able to work a 40-hour work week, normally Monday through Friday.
  • Ability to work overtime during critical peaks and be available to meet last minute requests for overtime if needed.
  • Familiarity with MS Office applications such as Excel, Word, Outlook, SharePoint, Project, and Visio.
  • Exceptional attention to detail; excellent verbal and written communication skills; strong critical thinking, organizational, time-management, and problem-solving skills.
  • Ability to work both independently and as part of a team in a dynamic environment.


Clearance Required:

  • Must have active Top-Secret clearance with SCI or TS with the ability to acquire SCI


Minimum Education:

  • Master's Degree (In lieu of Master's degree: At least 12 years of combined experience in continuity of operations, emergency management, exercise planning, or related planning functions).


Minimum Years of Experience:

  • 10 years of relevant experience


Required Certifications:

  • FEMA Level II Master Continuity Practitioner


Preferred:

  • CI Polygraph
  • Experience with the National Incident Management System and Incident Command System
  • Experience with Essential Records Management
  • Knowledge of automation tools for task management and tracking
  • Experience in developing and delivering continuity-related training
  • Experience in developing a continuous improvement program
  • Certified to instruct FEMA Continuity courses
