Position Overview The Construction Manager will assist the 432 Support Squadron Civil Engineer Flight will serve as a construction representative with responsibility for monitoring and controlling the construction operations of large and complex projects involving specialized electrical systems, complex mechanical systems, and/or unique structural requirements for base facilities/infrastructure and associated utility distribution systems. - Develops Statements of Work (SOW), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Daily inspection reports (AF Form 1477), Work Orders (AF Form 332), Environmental Analysis (DD Form 813), Real Property Adjustments (DD Form 1354), site plans, Requests for Information (RFI), draft funding documents, change order specifications, and other project documents as required by the government.
- Monitors and controls major segments of a variety of difficult and complex project plans and specifications; reviews project plans and specifications prior to contract advertisement to determine feasibility and practicability of construction.
- Approves changes to plans relating to difficult and complex construction problems which do not alter basic design or involve additional costs; and advises the contractor of requirements such as project scheduling, progress reporting, safety measures, and evaluation of costs incurred.
- Reviews shop drawings presented for approval by contractors; and reviews contractor's material and equipment submittals and performs on-site inspection of material and equipment delivered to the work site to ensure they meet specifications.
- Exercises delegated authority and independence throughout the life of the contract, keeping the supervisor informed of progress and problems, but having the authority to approve/disapprove materials, negotiate contract changes including costs changes, and recommending or approving allowable substitution of materials and methods.
- Maintains surveillance over complicated structures involving complex construction problems; observes and investigates all construction phases to ensure compliance with contract schedules, specifications, submittal registers, and shop drawings.
- Confers with contractors on matters that require a great deal of judgment and initiative such as controversial problems of work scheduling, interpretation of plans and specifications, work methods, acceptability of workmanship, and changes to the plan.
- Determines need for project changes, estimates cost, and develops project modifications; investigates and analyzes need for contract change orders considering conditions at the work site, filed measurements, computations, and prices for negotiating changes; and makes recommendations and, if necessary, prepares documentation for changes in the drawings and/or specifications.
- Serves as liaison between the contracting officer and the project engineer; performs as point of contact in all matters related to projects for which responsibility has been assigned; and assists the contracting officer in negotiations on price and schedule changes, providing appropriate technical expertise and advice on engineering and cost matters.
- Keeps supervisor and contracting officer advised of contract status, progress, delays, and schedule changes.
- Shall comply with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
- BS degree in Construction Management/Technology from an accredited university or college; 3+ years of experience in construction management.
