We are seeking a Technical Program Manager (TPM) to drive the development and deployment of a next-generation data management and analytics platform.
The ideal candidate is a hands-on technical leader with the ability to coordinate complex, multi-team development efforts and manage dependencies across diverse environments. This role will partner with distributed teams to ensure delivery milestones are met, while guiding architectural decisions that balance immediate priorities with long-term scalability.
Key Responsibilities
• Lead and coordinate cross-functional teams (data engineers, developers, DevSecOps, security) across multiple locations and time zones.
• Manage technical dependencies across streaming data pipelines, batch systems, and multi-tenant data architectures.
• Develop and maintain project roadmaps, identify critical paths, mitigate risks, and balance trade-offs between velocity, security, and scalability.
• Oversee technical design reviews, architecture decisions, and build-vs-buy evaluations.
• Collaborate with government stakeholders and program offices to gather requirements, communicate progress, and manage expectations for classified deployments.
• Guide transitions from unclassified to classified environments, including ATO processes and security control implementation.
• Facilitate Agile planning cycles, technical reviews, and knowledge-sharing sessions to improve delivery practices.
• Manage vendor relationships, third-party integrations, and technology stack choices.
• Track and report key delivery metrics (deployment velocity, performance, throughput, SLA compliance).
• Travel up to 20% to support team locations, deployment sites, and customer engagements.
Required Qualifications
• Bachelor’s degree in Computer Science, Software Engineering, or related field.
• 5+ years managing complex software platform development with large-scale data systems.
• Hands-on technical background with programming (Python, Java, JavaScript, or Go), cloud platforms (AWS/Azure/GCP), infrastructure as code, data pipelines, and containerized/microservice architectures.
• Experience managing multiple parallel workstreams in fast-paced environments.
• Proficiency with Agile tools (Jira, Confluence, GitHub, Linear).
• Strong technical communication skills, including diagrams, specifications, and executive briefings.
• Experience working with distributed teams and managing stakeholders across engineering, product, and customer organizations.
• Strong analytical, problem-solving, and data-driven decision-making skills.
• U.S. Citizenship required with ability to obtain/maintain a Secret or TS/SCI clearance (sponsored).
Preferred Qualifications
• Experience with DoD programs, national security systems, or classified deployments (IL4–IL6).
• Familiarity with ATO processes, RMF, NIST 800-53, and DISA STIGs.
• Knowledge of data lakehouse architectures (Iceberg, Delta Lake), real-time streaming (Kafka, Pulsar, Red Panda), and modern data stacks.
• Understanding of machine learning workflows and MLOps practices.
• Experience with React/TypeScript, GraphQL APIs, or open-source/dual-use technologies.
• Certifications: PMP, Scrum Master, or equivalent.
• Background in maritime domain awareness or acoustic data systems.
