Job Description:
- Identifying and researching legislative and policy issues of concern to both related and stated programs.
- Developing and implementing strategies to influence policy, legislation, and funding.
- Building and maintaining relationships with lawmakers, government officials, and other decision-makers.
- Communicating ORBIS' positions and concerns to policymakers through meetings, phone calls, emails, and written materials.
- Monitoring legislative and regulatory developments and providing updates to ORBIS management and program stakeholders.
- Providing expert testimony before legislative committees and other government bodies.
- Keeping current on industry developments and staying abreast of changes in the political landscape.
- Adhering to all relevant laws and regulations, including those governing lobbying disclosure and ethics.
- Collection and analysis of data required for related programs.
- Writing of program White Papers, Proposals, Offerings and Grant applications.
Required Skills and Experience:
- Ability to maintain confidentiality and the ability to handle sensitive information with discretion
- Proficiency in media monitoring tools
- Previous experience managing a team
- The ability to cultivate and sustain relationships across a broad spectrum of stakeholders
- Excellent communication and negotiation skills
- Deep understanding of government processes and policy development
- Strong research and analytical abilities
- Demonstrated ability to write complex documents, technical proposals, and reports
- Experience and knowledge of Naval Shipyards, NAVSEA, DoD and/or MARAD programs, policies and practices
- Must be a U.S. citizen
- A secret security clearance
Degree Requirements:
- Bachelor's degree
- Or 10 years of experience with state and federal legislator expertise
- Or 10 years of experience directly related to Navy, Coast Guard or MARAD matters
