Duties
As an IT SPECIALIST (NETWORK) (Title 32), GS-2210-9/11, you will provide technical and analytical guidance and support for the design of information technology (IT) networks that interconnect tactical sites through a variety of transmission media, considering the needs of requesting agencies, tactics and doctrine.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
SPECIALIZED EXPERIENCE : GS-11 Level - MUST possess 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. GS-09 Level - MUST possess 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.

Education
If you are using Education to qualify for this position, you must have successfully completed a master's degree or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree from an accredited college or university to meet the GS-9 Level requirements. For the GS-11 Level, you must have successfully completed a Ph.D. or equivalent doctoral degree, or at least three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited college or university.

Major Duties - This is NOT an all-inclusive list:
- Design and engineer IT networks over transmission systems such as satellite, troposphere scatter, LOS radios, laser radios, and cable systems.
- Engineer router-to-router connections, switch-to-switch trunking, and circuit configurations through military and commercial multiplexers.
- Review and analyze data, make technical judgments, and prepare recommendations concerning quality, acceptability, or need for improvements.
- Conduct transmission path analysis using computerized programs to evaluate spectrum and network capabilities.
- Coordinate and implement actions required to provide network services that support a requesting agency's requirements.
- Coordinate with DISA, MAJCOMs, and other agencies to align operations with the Global Information Infrastructure.
- Support contingency or training network requirements by determining resources and coordinating with supported agencies.
- Represent the organization in conferences and committees to establish methods and operating procedures to meet mission needs.
- Provide technical guidance on frequency spectrum management to internal and external stakeholders.
- Communicate requirements and coordinate operations between aligned units and external agencies for network support.
- Provide technical direction for radio frequency spectrum analysis and compatibility of frequency assignments.
- Present recommendations concerning network quality and improvements to leadership and committees.
- Conduct training sessions and on-the-job training for drill status guard members and full-time staff.
- Identify and resolve deficiencies in planned or operational networks using IT concepts and principles.
- Plan and design WANs using COTS and MILSPEC components in accordance with IT security policies.
- Interpret and apply joint standards when designing IT networks to meet mission objectives.
- Develop solutions for integrating new systems within existing architectures, considering alternatives, cost, and training requirements.
- Evaluate network test results, identify problem areas, and recommend corrective actions.
