GENERAL EXPERIENCE: Applicants must have at least 1 year (52 weeks) of general experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. General experience is assisting in developing, reviewing, coordinating and executing the Emergency Management (EM) program; ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the installation level OR 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Major Duties:Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Incident Management System, lines of authority, and disaster response force roles and responsibilities. Knowledge of the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment, and decontamination. Knowledge of and ability to develop first and emergency response training programs and conduct training and testing. Skill in planning, organizing, directing, operating and evaluating response actions and protocols prior to or during a man made or natural disaster that may include HAZMAT or CBRN hazards. Ideal Candidate:
The Ideal Candidate would be an Air Force, other military service, or civ equivalent trained as an Emergency Management Specialist with experience working in an Emergency Operations Center (EOC). Provide technical advice on emergency response concepts and procedures to senior leaders for situations involving CBRN hazards, enemy attacks, natural disasters, accident response, and other emergencies or contingencies. Candidates would also need to be familiar with HazMat response and be comfortable operating in a contaminated environment while utilizing the proper Personal Protective Equipment (PPE). Candidates would be expected to teach military members the fundamental knowledge and skills to operate in a CBRN environment. The course includes classroom instruction on CBRN threats and protective measures, followed by practical exercises in MOPP (Mission Oriented Protective Posture) gear where trainees practice using protective gear/equipment and responding to simulated CBRN scenarios.
Desired Skills:4 years of Air Force Emergency Management 3E9X1, GS-0089 experience or equivalent college course work is desired 4 years of providing practical, hand-on training for Airmen on the proper use, operation, and maintenance of CBRN (Chemical Biological, Radiological, and Nuclear) defense equipment is desired Knowledgeable in areas of federal government response through frameworks such as the Incident Command System (ICS), National Response Framework (NRF), National Disaster Recovery Framework (NDRF), and the National Incident Management System (NIMS) is desired Hazardous Material (HAZMAT) Technician qualification is desired PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Review existing plans to ensures EM planning and response actions are Included In the installation Anti-Terrorism Force Protections
(AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans {as appl!cable), Emergency Operations Center (EOC), and CBRN Control Center checklists ln accordance with Occupational Safety and Health Administration {OSHA) directives, National Response Framework
(NRF) organization, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS). - Assists higher graded Emergency Management Specialist in Installation level development, Implementation, and conducting of EM and CBRN related training for first and emergency responders, specialized teams, and 1nsta11atlon personnel.
- Establishes and maintains flight property, Technical Order System, and Air Force Metrology and Calibration (AFMETCAL) accounts. Maintains inventory of home station response and deployable equipment and supplies and ensures all accountable/ controlled property is secured. Ensures inventory of equipment is captured In Automated Civil Engineer System (ACES) database and provides status updates as directed.
- Serves as the installation emergency management Ila Ison with outside agencies at the local, county, and tribal level during emergencies.
- Performs hazard and risk assessment and conducts Incident analysts. Works with other hazardous material responders (i.e., fire department and bio-environmental engineering) to Identify materials Involved and specific hazards released; analyze surrounding conditions; predict behavior of a specific material and/or container and recommend appropriate action(s) to the Incident commander.

Major Duties:
- Emergency Management (EM) involves preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters
- Serve as the Emergency Operations Center (EOC) Emergency Support Function (ESF)-5, advises and directs on topics related to Emergency Management planning and coordination to include activities of the Chemical, Biological, Radiological, and Nuclear (CBRN) Control Center
- Serve as an EM CBRN Instructor, reviews, prepares and maintains CBRNE lesson plans and instructs Installation personnel on CBRN skills in preparation for real world deployments
- Maintain all EM and CBRN related equipment and support resources.
- Conducts and participates in multilateral and inter-agency disaster response training
- Conducts toxic plume modeling and acts as the technical advisor to the Emergency Operations Center and/or the Incident Commander on Plume modeling results
- May provide sound technical advice on emergency response concepts and procedures to senior leaders for situations involving CBRN hazards, enemy attacks, natural disasters, accident response, and other emergencies or contingencies
