Description

The United States Department of State, Bureau of Political-Military Affairs, Office of the Directorate of Defense Trade Controls (PM-DDTC) is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). DDTC regulates temporary and permanent exports and the temporary import of defense articles, defense services, and technical data involving items on the United States Munitions List (USML). DDTC regulates the brokering of defense articles, defense services, and technical data. DDTC maintains the registration of manufacturers, exporters and brokers and issues export authorizations. DDTC administers the commodity jurisdiction process, a formal USG decision process to determine which specific items are controlled by the USML or by the Department of Commerce's Export Administration Regulations. DDTC ensures compliance with the ITAR and AECA through its support of criminal enforcement actions undertaken by the Department of Justice, civil enforcement actions initiated in-house, disclosure program through which companies are encouraged to report violations they have discovered, and pre- and post-license checks to confirm that goods are being shipped as authorized by the export license.

Duties:
  • Conducts research, analyzes data, identifies trends, and prepares reports.
  • Seeks input and feedback from internal stakeholders regarding business processes and tools and advises senior leadership on statistical and analytical issues of interest.
  • Maintains key data related to organizational performance, internal and external workload drivers specific to the Directorate of Defense Trade Controls.
  • Interprets standard operating procedures for junior analysts to ensure compliance and consistency.
  • Drafts proposed changes to standard operating procedures.
  • Organizes and manages assignment, pickup and delivery of work; coordinates document scan/capture and data entry and final archive activity; monitors workload balance and workflow to ensure steady flow of cases.
  • Audits cases to confirm data integrity, completeness, and accuracy; makes corrections as necessary.
  • Records and corrects data entry errors, makes recommendations to senior leadership for additional training/instruction,
  • Identifies potential process flow improvements for senior leadership consideration.
  • Hosts and/or attends meetings to discuss case merits with all stakeholders in cases with significant national security and foreign policy considerations based on current geopolitical considerations (e.g., missile technology proliferation concerns, significant human rights concerns, etc.).
  • Represents, under minimal supervision, the Office and Directorate at Bureau and Departmental export control and non -proliferation groups and training/outreach activities.
  • Represents, under the supervision of an employee of higher grade, the Office, Directorate, Bureau, or Department, depending on context, in meetings within the Department and interagency and with foreign governments and industry, providing expert advice, explaining laws and regulations, and explaining or defending official policies and positions.


Requirements

  • Bachelor's Degree or three or more years of technical or staff level experience assisting in planning and carrying out various management improvement developments in Business Administration, Public Administration, or a closely related field.
  • Demonstrated ability to research, evaluate, and analyze policies, procedures, and methods.
  • Demonstrated ability to work with short-fused actions, meet deadlines, manage time, and achieve milestones and deliverables.

  • Working knowledge of OneNote, OneDrive, SharePoint, Access, and Teams.
  • May be required to travel within CONUS and/or OCONUS.
  • Requires at the minimum, a security clearance of Secret with the ability to obtain a Top Secret or Top Secret/SCI at the request of the COR.
