Position Summary
Echelon Services is seeking an experienced Program Manager to lead a high-visibility program supporting the Intelligence Community (IC) and Department of Defense (DoD). This role provides overall program leadership, ensuring effective contract execution, cost and schedule performance, and serving as the primary liaison between government stakeholders and Echelon delivery teams. The ideal candidate will bring proven experience managing Cost-Plus contracts, recent engagement with NIWC LANT procurement teams, and demonstrated knowledge of information security policies and practices within DoD and IC environments .

Position Summary
Echelon Services is seeking an experienced Program Manager to lead a high-visibility program supporting the Intelligence Community (IC) and Department of Defense (DoD). This role provides overall program leadership, ensuring effective contract execution, cost and schedule performance, and serving as the primary liaison between government stakeholders and Echelon delivery teams. The ideal candidate will bring proven experience managing Cost-Plus contracts, recent engagement with NIWC LANT procurement teams, and demonstrated knowledge of information security policies and practices within DoD and IC environments .
Key Responsibilities
- Lead overall program strategy, execution, and stakeholder engagement for a large, high-visibility contract
- Serve as the primary point of contact for government customers, subcontractors, and internal stakeholders
- Ensure compliance with contract requirements, including schedule, cost, performance, and deliverables
- Oversee program execution and manage performance of cross-functional technical team s
- Manage program finances, including cost forecasting, tracking travel and ODC expenses, monitoring burn rates, and preparing invoices in compliance with Cost-Plus contract requirements
- Manage risk identification and mitigation, ensure adherence to quality standards, and deliver comprehensive performance reporting to support informed decision-making and program success
- Develop and present actionable program status reports
to senior government and corporate leadership
- Ensure program ' activities are aligned with security requirements and industry best practices, including Zero Trust principles
Required Qualifications
- Bachelor's degree in Business , Engineering, Information Technology, or a related field
- Minimum of 10 years of program management experience within the Department of Defense or the Intelligence Community
- Proven success managing large-scale government contracts, including Cost Plus contract types
- Experience interfacing with senior-level stakeholders, including government program managers and contracting officers
- Strong understanding of program execution, financial oversight, and compliance
- Familiarity with Zero Trust security models and emerging cybersecurity technologies
- Active TS/SCI security clearance required
Preferred Qualifications
- PMP or equivalent program management certification
- Master's degree in business administration or information management
- Technical experience with Zero Trust Architecture and corresponding tooling
- Experience supporting SPAWAR or NIWC LANT programs is strongly preferred
- Experience working in Agile Development teams
- Experience managing multiple subcontractors and geographically distributed teams
- Strong oral and written communication skills, with ability to present complex information clearly to a wide range of stakeholders
