Role Description:

We are seeking a senior Program Manager to run our DoD HIT program. You’ll own cost, schedule, and performance across the program, maintain government customer satisfaction, keep the team focused, and keep the contracts compliant. High-level cybersecurity direction, coordination, and accountability of RMF/ATO, CMMC readiness, and continuous monitoring, not hands-on keyboard.

Core Responsibilities
  • Own the program.
    • Deliver on cost/schedule/performance.
    • Build and manage the IMS/WBS, drive execution, and remove blockers.
  • Contract execution.
    • Manage CPFF task order, POP transitions, options, mods, and CDRLs. Control scope and handle change orders.
  • Customer interface.
    • Be the primary face to the COR/KO/TPOC and IPTs. Lead PMRs, technical reviews, and status briefs.
    • Escalate early and with options.
  • Financial control.
    • Work with our financial and program management teams to forecast, track burn, manage funding ceilings, accruals, and invoicing.
    • Hit margin targets with out surprises.
  • Team & staffing.
    • Work with our talent acquisition and people operations teams to recruit, onboard, and retain cleared talent aligned to labor categories as primary hiring manager for contract.
    • Drive performance management and backfill plans.
  • Subcontractor management.
    • Set expectations, enforce flow down clauses, review invoices, and hold subs to schedule/quality.
  • Risk & quality.
    • Maintain a living risk/issue register, own mitigations, and enforce QA processes (ISO/ CMMI as applicable).
  • Cybersecurity oversight (high level).
    • Hold teams accountable for mission success.
    • Ensure RMF milestones, ATO attainment/sustainment, POA&M management, and continuous monitoring.
  • Support organic program growth.
    • Lead transition plans, write/review technical volumes, staffing plans, and the basis of estimates for new teams and functions being added to scope.
  • Process automation & analytics.
    • Leverage Microsoft Power Platform (Power Apps, Power Automate, Power BI) or comparable low-code tools to streamline reporting, approvals, compliance documentation, and task workflows across the program.

Qualifications:

Clearance Level: Active DoD Secret required; TS/SCI eligibility preferred

Education: Bachelor’s in engineering, computer science, business, or related

Certifications: PMP preferred. One or more of SAFe Agilist, ITIL, or CISSP/Security+ (preferred for leadership breadth).

Experience:
  • 8–12+ years leading DoD programs/contracts; 5+ years supporting the Navy or NIWC Atlantic strongly preferred.
  • Proven delivery on multi-year task orders > $20M annual value with distributed teams.
  • Working knowledge of NIWC Atlantic processes and Navy enterprise environments (NIPR/SIPR, afloat/shore, expeditionary).
  • High-level cyber background: RMF/ATO lifecycle, eMASS familiarity, NIST 800-53/171 controls, CMMC 2.0 readiness, and Zero Trust concepts.
  • Strong stakeholder management and executive communication; comfortable briefing industry executives. Demonstrated experience as a presenter, technical report writer, meeting planner, and facilitator.
  • Tooling: MS Project (or equivalent) for IMS; Jira/Confluence; proficiency with program financials (e.g., Costpoint/Open Plan) is a plus.
  • Experience with Microsoft Power Platform or similar low-code/RPA/BI tools to automate workflows, dashboards, and status reporting

Preferred:
  • Experience within NIWC Atlantic portfolios.
  • Experience leading prime efforts with multiple subs and OEMs; geographically dispersed teams.

  • Decision Speed & Judgment.
    • Reflected in fast, well framed decisions that hold up; escalations are reserved for items that truly need leadership cover.
  • Stakeholder Alignment & Expectation Management.
    • Maintained via clear scope, priorities, and definition of done; changes are communicated with impacts and documented approvals.
  • Operating system adherence.
    • Consistent use of Shift®, RAIDER, PrIME, xPERT, and PMR cadence with clean data and predictable rhythms (Sentar standards).
  • CPARS/References.
    • Narrative feedback highlights communication, partnership, and reliability; customer indicates they would request this PM again.
