Position Description
Serco is seeking a Network Operations and Security Center (NOSC) Manager to join our growing team of diverse professionals supporting our Joint Staff J7 team located in Suffolk, Virginia.
This position is contingent upon your ability to obtain or maintain/transfer an active DoD Top Secret security clearance.
As a Network Operations and Security Center Manager, you will support a unique Joint Staff capability which includes the managing of the day-to-day operations for a 24/7 basis NOSC watch-standing and Tier Level 1 Helpdesk functions. The NOSC operates, monitors, manages, and secures J7 networks to include scheduling and event management. You will be representing the NOSC in all Joint Training Enterprise Network (JTEN) related functions and operations. As member of the Joint Staff J7 team your team will provide the primary Wide Area Network (WAN) used to support the Chairman of the Joint Staff, Combatant Commanders, and Service joint training exercises in preparation for globally integrated joint operations.

The NOSC operates, monitors, manages, and secures J7 networks to include scheduling and event management. You will be representing the NOSC in all Joint Training Enterprise Network (JTEN) related functions and operations. As member of the Joint Staff J7 team your team will provide the primary Wide Area Network (WAN) used to support the Chairman of the Joint Staff, Combatant Commanders, and Service joint training exercises in preparation for globally integrated joint operations.
In this role, you and your team will:
- Responsible for providing direction to 11 Personnel in all situations.
- Develop and maintain a training plan for the JTEN NOSC.
- Maintains situational awareness of all JTEN NOSC supported activities.
- Provide Watch-Bill of personnel scheduled to staff all NOSC positions.
- Provide a daily report of the major NOSC activities from the last 24 hours and status of upcoming events.
- Monitor J7 network performance and report impacts of scheduled and unplanned network outages and Authorized Service Interruptions (ASI). De-conflict all ASI and report concurrence and non-concurrence to DISA.
- Maintain and promulgate JTEN reports on status, usage, and availability.
- Develop and maintain a master JTEN operations schedule based on Event Technical Support Requests (ETSRs) and Technical Resource Requests (TRRs).
- Perform Cybersecurity monitoring of the J7 Networks including identifying incidents using firewalls, intrusion detection and preventive systems.
- Provide Tier 1 network, services, and cybersecurity support to all JTEN sites (persistent and temporary sites). Monitor, track, and implement J7 firewall waivers to include associated Access Control Lists (ACLs) as approved by Cybersecurity Branch.
- Provide a weekly status report of upcoming events requiring cybersecurity and/ Planner approval.
- Provide a Trusted Agent for issuing the Certificate Registration Instructions (CRI) and hardware token (if needed).
- Provide reports on all Tier Level 1 helpdesk security incidents to Cybersecurity Branch Network Defense (CND) lead.
- Provide help desk support for all JS J7 supported networks and services to include initiate trouble tickets, coordinate with appropriate network or system points of contact, and track status in provided trouble ticket system.
- Respond to help desk inquiries in support of web applications by assist users in gaining access to the system and troubleshooting problems with access including password resets, account privileges and using the application.
- Assist users in completing on-line data entry forms and producing queries using various reports menus.
- Provide technical assistance to the application users regarding the most effective and efficient automation approaches.
- Process and monitor accounts and associated documentation, maintaining account files of users for accuracy and completeness.
- Maintain JTEN NOSC SharePoint Sites.

Qualifications
To be successful in this role, you will have:
- A. U.S. Citizenship.
- An active U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain a Top Secret (TS) security clearance.
- One of the following:
- High school diploma or GED with a minimum of 12 years of military and/or DoD Network Operations Helpdesk experience.
- Bachelor's degree in Computer Science (CS), Engineering, or related discipline with a minimum of 10 years of military and/or DoD Network Operations Helpdesk experience.
- A CompTIA Security + (CE) certification.
- A strong computer, cyber, and networking skills background.
- Ability to work on-site in Suffolk, Virginia.

- Able to effectively prioritize tasks in a high-pressure environment.
- Strong troubleshooting ability and demonstrated ability to think logically. Ability to support and explain technical positions on issues.

- Ability to effectively interact with customers, including technical personnel from internal and external stakeholders.
- Tier 1 and 2 Helpdesk Experience.
- Ability to work in a collaborative troubleshooting environment.
