Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

This role supports a major digital modernization initiative focused on workforce development infrastructure across Puerto Rico. This position requires strong analytical capabilities, technical curiosity, and a willingness to engage directly with clients and stakeholders. You will be central to gathering requirements, analyzing source systems, designing end-to-end BI solutions, and ensuring that decision-makers have access to accurate, timely, and meaningful information. This role supports a modular, cloud-native platform that spans multiple local development areas and helps deliver services more effectively across Puerto Rico.

Job Location: This position is based in Puerto Rico.

What you'll be doing:
  • Participate in client and stakeholder interviews to gather requirements on business process, existing systems/reports, and pain points
  • Identify data source systems and perform extensive system analysis and data profiling on these systems.
  • Design end-to-end BI/Reporting solutions, from data extraction to presentation, to address the clients' needs.
  • Provide detailed technical requirements to (1) the Extract, transform, and load(ETL) to processing routines and data feeds (2) Data Modelling team to create necessary data structures or data models (3) Data Visualization team for detailed BI/reporting requirements.
  • Perform data validation/QA on the BI solution to ensure that it meets the technical requirements.
  • Work with Project Manager, Data/Solution Architect and Development team to plan and manage Agile Sprints for product delivery.

Technologies you'll use:

  • SQL, Python, R, Talend, SAS
  • Cloud Native solutions such as AWS, Azure
  • BI tools like Tableau, PowerBI
  • MS Excel, MS Visio, MS PowerPoint
  • Mural/Miro/Whiteboard
  • Confluence/Jira/SharePoint


What you must have:
  • Bachelor's degree (e.g., Computer Science, Engineering, or related discipline)
  • 2+ years of experience leading client conversations and conducting requirement/user interview sessions
  • 2+ years of experience performing data analysis, including writing SQL queries (or similar) against source and target system databases.
  • 2+ years of experience in providing detailed technical requirements to the ETL, Data Modelling and Data Visualization team by creating BI report mockups, source-to-target data mapping, data dictionaries, data flow diagrams etc.
  • 2+ years of experience working with BI tools such as Tableau, PowerBI
  • US Citizen or Permanent Lawful Resident (Green Card Holder) preferred.
  • Employment must be compliant with eligibility for Public Trust Clearance due to Government Contract.


What we'd like you to have:
  • Proficient with data warehouse design that includes data modeling, ETL and BI reporting development for big data systems
  • Demonstrated knowledge of data analysis and modeling approaches and scripting software (e.g., R, Python)
  • Comprehensive knowledge and experience in MS Office products, such as Excel, Visio, Teams and PowerPoint
  • Experience with agile development process
  • Experience working in bilingual (English/Spanish) environments or supporting Spanish-speaking stakeholders

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :
$66,701.00 - $113,391.00
