Typical responsibilities:
- Serves as the Deputy/Assistant PM and authorized to interface with the Government Contracting Officer (CO) and the contract level Contracting Officer's Representative (COR).
- Supports primary PM to negotiate, act and commit for the contractor on all contractual matters related to the PTR contract.
- Required to be available within 24 hours to meet with Government personnel at Langley AFB, VA when mission dictates a face-to-face meeting.
- Establish and carry out departmental or organizational goals, policies, and procedures.
- Manage general activities related to providing services. Consult with other executives, staff, and board members about general operations.
- Support government conferences, meetings and quarterly program management reviews.
- Responsible for the performance of work at all PTR locations.
- Responsible for ensuring a sufficient number for personnel are available to support operations at each designated operating location during normal working hours to include weekends and holidays.
- Back up the PM with secondary oversight the organization's financial and budgetary activities.
- Provides leadership and direction to the management and technical team.
- Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action.
- Ensures flow of communication from upper management to employees and vice versa.
- Analyze financial statements and other performance indicators. Identify places to cut costs and to improve performance, policies, and programs.
- Coordinates and monitors the scheduling, pricing, and technical performance of the contract.
- Ensures adherence to master plans and schedules; develops solutions to program problems; and directs work of employees assigned to the contract from various departments.
- Ensure accomplishment of the contract objectives are completed on time and within budget.
- Relies on extensive experience and judgment to plan and accomplish goals.
- Ensure an adequate staff of personnel with the necessary management expertise to perform the work in accordance with sound and efficient management practices.
- Make provisions to accommodate fluctuations in work magnitude and type and have the flexibility to respond to emergencies and changing priorities/requirements in an effective and efficient manner.
- Distribute Government provided customer-satisfaction surveys.
- Prepare, implement, and maintain a Management Plan (MP).
- Implement a continuous Risk Management process throughout the life cycle of the Contract.
- Provide a detailed monthly and annual status reports.
- Other duties as assigned.
Minimum requirements:
- Program management experience of a DoD aircraft training range within the last 5 years.
- Minimum 2-3 years' experience in one of the following: rated aircrew, Joint Terminal Attack Controller (JTAC), Enlisted Terminal Attack Controller (ETAC) or Air Traffic Controller (ATC).
- Successful Program management experience of projects with multimillion-dollar annual budgets.
- Certified Associate in project management or equivalent certification. May substitute three (3) years' experience as deputy program/site manager in similar scope of effort.
- High school diploma or equivalent required.
- Individual shall have written and oral communications abilities commensurate with this management role.
- Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
- Ability to understand, speak, read, and write the English language.
- Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts.
- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
- Deputy Program Manager is required to be on-site and travel to the different ranges.
- Work areas consist of office and non-office settings such and industrial locations.
- Requires wearing personal protective equipment (PPE) which includes safety glasses, protective-toe footwear, gloves, and hearing protection as required.
- Valid driver's license in the state of employment with an acceptable driving record.
- Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.
Physical Demands
- Must be able to lift up to 50 pounds.
- Must be able to stand and walk for prolonged period amounts of time.
- Must be able to twist, bend, and squat periodically.
- High noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes.
