Responsibilities

System Engineer Technical Specialist, General Description:

Considered a recognized authority within the company. Works on unusually complex technical problems and provides solutions which are highly innovative. Determines and pursues courses of action necessary to obtain desired results. Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.

Program Description:

One year into a new 7-year contract, this program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an important Intelligence Community (IC) customer with a focus on critical, space domain missions and supporting IT infrastructure. The contract support is part of the customer core team focused on all aspects of the systems engineering life cycle beginning with conops development, where we work directly with users, potentially going into harm's way, who will be dependent on these systems. We then capture their requirements and work closely with developers to deliver these essential capabilities. We get involved with setting up and running tests to ensure these cutting-edge capabilities will meet the stringent requirements and then we support transition to operations. Once in operations, our teams work closely with the users to make sure critical operations are successful, providing important information to support critical decisions by policy makers. The program also supports client acquisition strategy, future technology development and modernization efforts.

Specific Position Description:

This position will lead the contractor team supporting the government's Advanced Concepts Branch which is charged with understanding the current and future RF and non-RF communications capability user needs and working to fill those gaps by advancing new and emerging technologies that can be leveraged with minimal investments. Gain and maintain a deep understanding of the various overhead systems in operations or in development. Using extensive knowledge in space-based RF and non-RF communications, engage with interested external groups to advance partnerships that will result in new mission capabilities. Set up and conduct testing to further along conops development and substantiate viable missions that can be developed and eventually deployed into operations, adding to an already diverse set of communications systems. Strategize with government leads to develop short, medium and long-range plans to fill a pipeline of new projects that will continue providing advanced communications concepts that can be selectively developed to meet increasingly demanding user needs. Support the government leads in briefing development to gain approval for further external engagement. Provide analysis and recommendations on acquisition strategies, cost and other technical details to support government decision makers on investments.

Qualifications

Required:

  • Active Top Secret/SCI clearance with Poly
  • 10 to 12 years with BS or 8 to 10 years with MS or 5 to 7 years with a PHd.
  • (4 years of relevant experience in an RF space systems development/acquisition program can be substituted)
  • Technical BS in Engineering, Physics, Computer Science or related technical degree.
  • Experience with leading innovations or new technology projects
  • The ability to work well with and lead a small team of engineers
  • Demonstrated success in working with government customers.

Desired:

  • Experience in leading technical teams and government systems acquisitions
  • BS in Electrical Engineering, Systems Engineering, Aerospace Engineering or Computer Science.
  • 5 to 10 years' experience with space-based overhead communications systems.
  • Prior experience as a SETA supporting customers working future user needs analysis and capability gap assessments.
  • Prior experience working across multiple government agencies to integrate functions and develop systems.
  • Prior experience with RF based satellite communications.
  • Prior experience with digital signal processing.
