Overview

The Management Analyst 4 ( Law Enforcement Availability Pay & Recruitment) serves as a senior-level advisor and strategic planner supporting organizational efficiency, human capital planning, and staffing coordination efforts. This hybrid position combines advanced management analysis with workforce management and recruitment functions, providing enterprise-level support to executive leadership and program offices.

The incumbent leads internal assessments, develops organizational tools and models, supports recruitment initiatives, and facilitates alignment between staffing strategies and operational goals. The analyst also mentors junior staff and collaborates closely with HR and hiring teams to support timely onboarding and position management during evolving mission needs and reorganizations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Law Enforcement Availability Pay (LEAP):

• Manages operational activities involved in the administration of program ensuring that all eligible employees have valid LEAP program agreements, ensuring timely submission of LEAP related documentation and preparing regular and ad hoc reports on LEAP program activities.
• Researches and resolves a wide range of issues related to the LEAP program involving areas such as eligibility, voluntary and involuntary discontinuations, overtime, and travel.
• Identifies and analyzes trends and developments of interest to management.
• Leads ongoing reviews of regulations pertaining to the Bureau's LEAP program and leads the efforts by recommending and implementing changes in the established methods and practices to bring about improvements in overall program effectiveness and efficiency.

Recruitment & Position Management:

• Coordinate with HR and program offices to draft, review, and route position descriptions (PDs), vacancy announcements, and classification packages.
• Assist with job analysis, selection criteria, and qualification reviews to support strategic hiring actions.
• Track recruitment timelines, bottlenecks, and hiring metrics; flag issues to leadership and provide recommendations for improvement.
• Conducts qualifications reviews of applications.
• Support onboarding strategies and workforce integration planning across new or restructured teams.

Policy, SOP, and Documentation:

• Develop and maintain internal guidance materials (e.g., SOPs, policy memos, FAQs) on LEAP.
• Establish consistent documentation and workflows for LEAP.

Data & Performance Reporting:

• Participates in the design and development of automated systems that enable ore efficient administration of the LEAP program.
• Defines systems requirements and provides input to systems developers throughout the development process and leads internal testing of systems and recommends management approval of complete systems.
• Drafts technical bulletins, which describes the features and functions of the new systems.
• Analyzes and prepares a statistical review of initial review of the minimum qualifications' determinations for each announcement / cohort.

Program Support & Leadership:

• As the authority on LEAP, responds to Legal, Human Resources, AFSA and other entities regarding grievances, EEO complaints and Reasonable Accommodation requests.
• Supervise or provide technical guidance to junior analysts, contractor support personnel, and cross-functional teams.
• Represent the office in working groups focused on LEAP.

QUALIFICATIONS & REQUIRED SKILLS:

• Must be a US citizen, and possess at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top-Secret security clearance.
• Master's degree preferred or with 15 years of relevant experience in LEAP program regulations, policies, and procedures; human capital strategy; or related fields.
• Experience working with HR systems, hiring processes, and recruitment analytics in a federal or large-scale organizational environment.
• Strong understanding federal hiring and LEAP regulations.
• Exceptional written and verbal communication skills, including experience drafting PDs, reports, memos, and briefings.
• Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint); familiarity with SharePoint, HRMIS, and applicant tracking systems is a plus.
• Demonstrated ability to manage cross-functional projects and engage senior leadership with actionable insights.
• Experience supervising teams or leading organizational change initiatives.

ADDITIONAL QUALIFYING FACTORS:

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.
