DWCF Analyst – Contractor Support for Navy Cost Structure & Financial Processes

Position Summary:
We are seeking a highly skilled Defense Working Capital Fund (DWCF) Analyst to provide contractor support to Navy financial and operational stakeholders. The ideal candidate will possess deep knowledge of DWCF financial processes and cost structures, with direct experience supporting Navy organizations. This role is instrumental in delivering analytical support and subject matter expertise to ensure accurate financial execution, rate development, and cost recovery operations under the DWCF framework.
Key Responsibilities:
• Provide contractor support in analyzing and improving Navy DWCF processes, including cost structure, rate setting, and budget execution.
• Deliver financial insights and modeling to support rate reviews, pricing decisions, and cost recovery goals.
• Assist government personnel with interpreting and applying DoD Financial Management Regulations (FMR), particularly Volume 11B.
• Support the development of briefing materials, reports, and documentation for senior leadership and external audit/compliance reviews.
• Collaborate with Navy program offices, logistics, and operations personnel to align financial analysis with operational requirements.
• Monitor execution metrics and provide recommendations for improved DWCF performance and compliance.
Required Qualifications:
• 5+ years of experience with DoD or Navy DWCF operations in a financial or analytical capacity.
• Expertise in Navy-specific DWCF processes, including rate development and fund execution.
• Familiarity with financial systems such as Navy ERP, DIFMS, or similar.
• Working knowledge of DoD FMR (especially Vol. 11B) and applicable Navy financial policies.
• Strong communication skills and ability to interface effectively with both contractor teams and government personnel.
• Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
Preferred Qualifications:
• Experience supporting NAVSUP, NAVSEA, MCLC, or other Navy SYSCOMs.
• Relevant certifications (e.g., CPA, CGFM, CDFM).
• Experience with DWCF audit readiness or internal controls testing.
