Job Description
ANALYGENCE is seeking a Termination Acquisition & Assistance Specialist to join our team supporting contract and assistance award terminations for USAID. The specialist will provide expert guidance on the procedural, legal, and operational requirements for terminating contracts, grants, and cooperative agreements, ensuring compliance with USAID and U.S. Government regulations. This is a fully remote role working closely with Contracting/Agreement Officers (COs/AOs), legal counsel, technical offices, and partners.

  • Advise on terminations for convenience or default of contracts, grants, and cooperative agreements, Government to Government, Title II, Interagency Awards (IAA), and Public International Organizations (PIO). Individuals must have demonstrated abilities to assimilate and apply knowledge on all types of award mechanisms quickly and efficiently.
  • Prepare all required documentation for award terminations, including termination notices, determinations and findings, negotiation memoranda, and settlement agreements.
  • Interpret and apply applicable sections of the FAR, AIDAR, 2 CFR 200, and ADS 302 and 303 related to award termination.
  • Coordinate with the Office of General Counsel, technical teams, and implementing partners to manage the termination process.
  • Assess financial, contractual, and programmatic implications of terminations and recommend risk mitigation strategies.
  • Ensure post-termination actions, including audits, final payments, and closeouts, are completed in compliance with USAID policy.
  • Develop guidance, templates, and training materials to strengthen USAID's institutional approach to award terminations.


Requirements
  • Must successfully complete government background investigation for facility access or public trust prior to start.
  • Certification: FAC-C Professional certification is required.
  • Education: Bachelor's degree in Business Administration, Public Administration, Law, International Development, or a related field.
  • Experience: Minimum 5 years of progressively responsible experience in federal acquisition and assistance, with at least 2 years directly supporting USAID A&A operations, including termination actions.
  • Expertise in contract and assistance award terminations; thorough understanding of FAR Part 49, AIDAR, 2 CFR 200, and USAID ADS Series; strong analytical, negotiation, and writing skills; ability to manage sensitive actions independently in a remote setting.
  • Capability to quickly assimilate new information and become proficient in topics for which they may not have knowledge, e.g. Government to Government, Title II, Interagency Awards, and Public International Organizations.
  • Excellent written and verbal communication with the ability to work independently in a virtual team environment.
  • Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
