ANALYGENCE is seeking Counterterrorism Vetting Analysts to join our team supporting USAID. This role will assess the leadership, motivations, capabilities, plans, and intentions of foreign terrorist groups and their state and non-state sponsors. Their key mission is to identify specific threats, warn of and preempt attacks, disrupt their networks, and eventually defeat terrorist organizations.

ANALYGENCE is seeking Counterterrorism Vetting Analysts to join our team supporting USAID. This role will assess the leadership, motivations, capabilities, plans, and intentions of foreign terrorist groups and their state and non-state sponsors. Their key mission is to identify specific threats, warn of and preempt attacks, disrupt their networks, and eventually defeat terrorist organizations.
- Collect, research, verify, and analyze data from multiple sources using advanced counterterrorism analytical and vetting tools, including name correlation, in response to time-sensitive government requirements.
- Review and ensure all intelligence assessments meet applicable standards; maintain tracking logs from receipt to final publication and ensure accuracy for daily leadership review.
- Plan, develop, and conduct special research studies, producing comprehensive assessments of exceptionally complex or sensitive counterterrorism issues; evaluate the validity, accuracy, and reliability of diverse information for translation into actionable intelligence.
- Anticipate needs, identify emerging issues with potential short- and long-term consequences, and develop innovative, cost-effective solutions to support agency mission needs.
- Initiate and maintain relationships with overseas personnel, other analysts, and subject-matter experts to validate information and ensure reliability.
- Analyze intelligence reports and data to inform programmatic and policy recommendations, and develop strategies to address major uncertainties in domestic and international political, social, or economic trends with potential U.S. or global impact.
- Prepare and deliver high-level intelligence assessments, briefings, and reports to U.S. policymakers, senior officials, foreign partners, military leaders, and law enforcement agencies.
- Serve as the technical authority on a variety of search and analytical tools, implement workflow guidelines, and consolidate complex findings for senior decision-makers.
- Lead and mentor contract staff, overseeing research, verification, and analysis for vetting, and providing technical and procedural guidance as needed.
- Review and recommend updates to counterterrorism vetting policies; develop new policy guidance as required.
- Ensure adherence to Intelligence Oversight requirements under EO 12333, maintain confidentiality of all USAID-provided materials and outputs, and safeguard sensitive and classified information.
Requirements
- Current Top Secret/SCI clearance with a polygraph within the last four years.
- Bachelor's degree preferred; extensive knowledge and demonstrated expertise in the counterterrorism field required.
- Minimum of five years of analytical experience with U.S. Government agencies at the GS-13/14 level (or equivalent).
- Proficiency in managing intelligence production and automation tools to support analytical efforts.
- Strong research skills, including the ability to conduct complex studies, assess broad or sensitive issues, and develop methods for evaluating the validity and reliability of large volumes of information.
- Proven expertise in counterterrorism analysis and/or threat finance.
- Excellent verbal and written communication skills, including the ability to clearly articulate complex issues, produce high-quality written products, and deliver effective briefings to diverse audiences, including senior leadership.
- Demonstrated leadership ability, including team management, mentoring, and coordination with internal and external stakeholders in government, industry, and academia.
- Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
