Program Overview - COSMOS (Cloud Operations and Secure Management Optimization Service): COSMOS is an initiative managed by the Naval Information Warfare Center Pacific (NIWC PAC) to modernize how the U.S. Department of Defense adopts, secures, and manages cloud environments. As a Department of Navy Enterprise IT Service, COSMOS streamlines access to multi-cloud platforms-AWS, Azure, Google, and Oracle-by automating governance, security, and compliance tasks across IL4, IL5, and IL6 classified environments. COSMOS enables mission owners to securely deploy and maintain cloud-native applications through Zero Trust Architecture and DevSecOps pipelines. Tools such as ServiceNow, Netskope, Wiz, and RegScale are integrated to support secure, self-service operations. This role provides a high-impact opportunity to help shape the future of secure cloud adoption across the DoD.

Pay Range: $150-200k

Primary Responsibilities:
- Lead end-to-end full stack development of scalable, secure web-based applications.
- Integrate custom DevSecOps pipelines into a USG-directed development workflow to support secure, continuous delivery.
- Develop, configure, and maintain secure, serverless microservices using AWS (Lambda, S3, API Gateway), PostgreSQL on Amazon Aurora, and React front-end technologies.
- Design and manage RESTful APIs and Swagger/OpenAPI documentation.
- Ensure compliance with DoD cybersecurity regulations including RMF, DISA STIGs, and CIS Benchmarks.
- Conduct static code analysis and resolve all critical vulnerabilities within 30 days.
- Prepare and maintain technical documentation, deployment guides, and RMF evidence packages.
- Support integration with third-party platforms such as ServiceNow, RegScale, Wiz, and Netskope.
- Collaborate with stakeholders for requirements gathering, demonstrations, and capability enhancements.
- Provide Tier II/III help desk support and participate in 24/7 incident response operations when required.
Minimum Education/Experience Requirements:
- U.S. Citizenship and active Secret clearance
- Bachelor's Degree in Computer Science, Engineering, or related technical field
- 10+ years of experience in full stack development using Node.js, React, JavaScript/TypeScript, and AWS services
- Experience with DevSecOps tools and secure software development lifecycle (SDLC) practices
- Proficient with PostgreSQL, RESTful APIs, microservices architecture, and CI/CD pipelines
- DoD 8570 IAT Level II (e.g., Security+ CE) or higher certification
Desired Skills:
- Experience supporting IL4/IL5/IL6 cloud environments
- Familiarity with RMF package development and ATO support
- Prior experience supporting DON or DoD Enterprise IT programs
- Familiarity with zero trust security architecture and Secure Access Service Edge (SASE) frameworks
