II Corps is looking for an employee to serve as an Instructional Systems Specialist (ISS) within the Federal Bureau of Investigation’s (FBI) Training Division (TD). Background: The mission of all training units in the FBI, to include Training Division (TD) is to provide training and professional development to the FBI workforce and our national security and law enforcement partners. Training Division specifically provides direction and support to FBI Headquarters (HQ) and field divisions in the planning and execution of career development training to include curriculum, funding, instruction, evaluation, tracking, reporting, and implementation for the FBI workforce and partnering agencies. The FBI requires curriculum development services that follow a systematic instructional systems design (ISD) process as detailed in the FBI’s Technical Manual for Training Development; demonstrate expertise in the areas of graphic design, web design, eLearning development, animation, and audio/video editing; and support the strategic plan to bring awareness and
recognition to the FBI.

Position Description: The contract instructional systems specialists and developers will follow a systematic instructional systems design (ISD) process as detailed in the FBI’s Technical Manual for Training Development. Following the ADDIE model, the instructional systems specialists and developers may be tasked with designing a course or curriculum. Instructional systems specialists analyze training needs, conduct job task analyses, and create meaningful learning objectives, map learning objectives to job tasks, select delivery systems, develop effective learning strategies, and conduct level 1, 2 and 3 evaluations. Furthermore, instructional systems specialists may help ensure alignment between identified job tasks, learning objectives, and assessment items. Instructional systems specialists may also participate in the curriculum/test validation process. Requires 10+ years of experience as an Instructional Systems Specialist.

Responsibilities:
• Follow a systematic instructional systems design (ISD) process as per FBI’s Tech Manual.
• Design courses and curriculum in accordance with ADDIE Model.
• Analyze training needs, conduct job task analyses, and create meaningful learning objectives.
• Map learning objectives to job tasks, select delivery systems, and develop effective learning strategies.
• Conduct level 1, 2 and 3 evaluations in accordance with Kirkpatrick Model
• Help ensure alignment between identified job tasks, learning objectives, and assessment items.
• Participate in the curriculum/test validation processes.

Job Requirements (minimum): Bachelor’s degree in a related field of study. 10 years’ experience in education or instructional design. 15+ years’ experience in education or instructional design in lieu of education. Previous experience developing and implementing training programs that meet organizational and learner needs. Specifically, experience analyzing training needs, conducting task analyses, creating meaningful objectives, mapping objectives to tasks, selecting delivery systems, developing effective learning strategies, and conducting levels 1, 2, and 3 evaluations based on the Kirkpatrick model. Experience using the ADDIE model in the design of courses and curriculum. Experience using various technologies, including learning management systems (LMS), authoring tools, and multimedia software, to enhance learning. Ability to develop and refine instructional content, including online courses, learning modules, and multimedia materials. Exceptional writing skills.

Highly Desired Skills and Attributes: Experienced Instructional Systems Specialist with Master’s Degree supporting course development and curriculum for DoD and/or federal programs. Specific experience and knowledge of the FBI TD ecosystem is preferred.
