Serves as a Procurement Specialist supporting the General Service Office (GSO) at the U.S. Embassy. The Procurement Specialist is responsible for cradle to grave project procurement support. Duties and tasks are often non-routine, requiring independent judgment. This person will work with local and U.S. vendors to locate goods, services, and supplies most advantageous to the U.S. Government. Works with a wide variety of U.S. Embassy employees, including military personnel, to provide procurement services. Resolves problems relating to procurement actions and assists customers develop requirements for their requests.

PROCUREMENT SPECIALIST - GENERAL SERVICE OFFICE (GSO) SUMMARY (AN or TCN) Responsibilities Include:
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Processes procurement requests approved for DOS and other Mission agencies. Reviews possible sources (U.S. vendors, local vendors or other sources) to ascertain availability and prices. Prepares the type of procurement instrument required for the request (e.g., purchase card, purchase order, blanket purchase agreement, contract, etc.). Requests quotations and analyzes to ensure the vendor can provide the goods/services/supplies that meet the required request and delivery specifications. Ensures that FAM, FAR, DOSAR, Cookbook, and other Embassy guidelines are implemented and followed.
• Assists the Procurement Supervisor in managing the entire contracting process for the Embassy's major contracts. This includes, but is not limited to preparing pre-solicitation documents, drafting initial solicitations, tracking the solicitation process, monitoring performance during the contract term, preparing modifications as necessary; as well as closing-out the contract. [Final contract and award decisions are made by the Contracting Officer.]
• Manages specific procurement requests in the Integrated Logistics Management System (ILMS) after they have been received by the Requesting Office. Responsibilities include, but are not limited to, processing the approved request, preparing the procurement documentation, forwarding the documentation to the vendor once it has been signed by the Contracting Officer, and ensuring the goods/services/supplies are properly received.
• Assists the Procurement Supervisor to prepare various weekly, monthly, and quarterly procurement reports for GSO Management and A/OPE. Other ad-hoc procurement responsibilities as assigned by the Procurement Supervisor or the Contracting Officer.
• SUPERVISORY/MANAGEMENT AUTHORITY
• This is a non-supervisory position reporting directly to the Procurement Supervisor. Duties include, but are not limited to:
• procuring goods, services, and supplies requested and approved for DOS and other Mission agencies.
• analyzing local and U.S. market price levels for goods, services or supplies solicited.
• assisting in all phases of contract development, solicitation, and administration.
• applying FAM, FAR, DOSAR, Cookbook and other Department guidelines to procurement instruments.
• assisting the Procurement Supervisor in preparing and filing various procurement reports.
• Performs other job-related duties as assigned

• Two (2) years of general college studies required.
• Two (2) years in procurement or contract administration required
• Must demonstrate ability to analyze market price levels for goods or services solicited. Must demonstrate proficiency in procurement and contracting procedures, as well as government acquisition regulations.
• Must be able to function independently and professionally, prioritize assignments, and have excellent organization and analytical skills. Must have intermediate computer skills in MS Office (Word, Excel, and Outlook). Must have the ability to maintain accurate procurement records.
• Driving license from home of record
• Level 3/3 in English required.
• Must pass pre-employment qualifications of Cherokee Federal
