The Logistics Support Specialist/Advisor (Food and Fuel) provides expert-level logistical and transportation support to the U.S. Department of State and other government entities operating in Iraq. As the mission's fuel subject matter expert, the advisor manages fuel allocations, vendor coordination, and reporting, while also supporting food distribution logistics and warehousing analysis. This role involves regular liaison with Iraqi ministries, contractors, and U.S. military logistics sections to ensure uninterrupted delivery of critical supplies. The advisor also monitors transportation trends, resolves contract issues, and supports daily Embassy distribution operations, including convoy movement, personnel vetting, and checkpoint coordination.

LOGISTICS SUPPORT SPECIALIST/ADVISOR (FOOD AND FUEL) Responsibilities Include:
The Logistics Support Specialist /Advisor, Level II provides technical advice and support to the Department of State and other agencies in the area of Transportation Operations.
Assist DOS personnel with basic information gathering creation and maintenance of transportation related reports to include project planning, logistics, and warehouse analysis. Coordinates to ensure a steady stream of fuel and food, and to the transportation of equipment and supplies into and within Iraq.
Monitors and analyzes the performance of any transportation operations or contracts. Advise the U.S. Department of State on assigned transportation projects.
Serves as Fuel Subject Matter Expert for DOS; provides recommendations for delivery schedule adjustments based on the current situation in the country, advises on potential service short-falls, and recommends mitigation plans/corrective actions.
Serves as primary Point of Contact for companies contracted by the U.S. Government and for Ministry of Oil/Oil Products Distribution Company (MOO/OPDC) for the U.S. Embassy fuel allocation related requests and fuel related matters.
Drafts the U.S. Embassy official correspondence letters in response to requests received by the GOI office.
Develops, reviews, and submits monthly fuel allocation report to the MOO/OPDC for country wide fuel requirements, and follows up closely with the MOO/OPDC on allocation approvals.
Coordinates with the Baghdad Life Support Services (BLiSS) contractor, Defense Logistics Agency (DLA) contractors, and other DOD logistics sections to ensure accurate and timely submission of the fuel requirements to the U.S. Embassy for allocation request, and distribution of the approved fuel allocations to vendors.
Generates and verifies monthly reports for fuel received by the U.S. Government entities to ensure supporting documents are appropriately recorded and works directly with the MOO/OPDC on resolution of fuel inventory accounting and/or discrepancies identified.
Coordinates with DLA and other DoD Logistics sections and offices in Iraq, Kuwait and other countries on daily matters related to food, fuel, and other logistics/distribution operations for the U.S. Mission in Iraq.
Submits initial and renewal vetting requests for local drivers into DS Post Applicant Submission System (DS-PASS), and coordinates with RSO vetting section to ensure all personnel are processed in a timely manner.
Validates and approves the daily fuel report for the U.S. Mission in Iraq.
Ensures timely submission of the BEC vehicle and workers' access requests to the RSO Countermeasures office for vendor delivery.
Manages the team of LE Staff/LMC Escorts, ensures full coverage for all scheduled missions, and assigned tasks based on the workload and mission requirements.
Coordinates with the PMNOC LNOs and vendors when convoys are held at the checkpoints.
Coordinates with other members of the LMC to ensure effective support of the U.S. Embassy Baghdad's logistics/distribution operations.
Review and report LMC logistics procedures for deficiencies, monitors and analyzes the performance of any transportation operations or contracts.
Advise DOS personnel on managing transportation systems in support of DOS operations; monitor contractually assigned tasks for any transportation operation relating to DOS; counsel DOS staff on the resolution non-routine problems and advises of problem areas which cannot be resolved at the action officer level.
Serves as DOS transportation advisor; develop reports that summarize and forecast transportation trends and highlight service shortfalls; work to implement various tracking and performance monitoring programs.
Provides advice on MTMC, DoD, and transportation programs from other government agencies; provide logistical advice to the US Embassy and other satellite operations on the movement of materials and/or people to and from the region.
Advise on inventory and warehousing analysis processes; support DOS in understanding, informing and coordinating on special projects.
Assist with the preparation of reports, performs basic information gathering regarding local trends and development as they may impact special projects; assist Provincial Reconstruction Team (PRT) staff in problem solving, project planning, development of stated goals and objectives as well as assists in coordinating with non-government organizations.
Establishes, maintains, updates files, records and other documents and prepares or ensures timely responses to a variety of routine written inquires.
LOGISTICS SUPPORT SPECIALIST/ADVISOR (FOOD AND FUEL) Experience, Education, Skills, Abilities requested:
• Minimum of a Bachelor's Degree with ten-fifteen (10-15) years of relevant experience is required.
• Comprehensive knowledge of transportation and logistics systems and responsibilities.
• Level 4/4 in English is required.
• Level 4/4 in Arabic is required
