The Logistics Management Senior Advisor serves as the principal advisor to senior Embassy leadership on logistics operations at the U.S. Embassy Baghdad. This position oversees strategic movement planning, operational coordination, and daily logistics support in a high-stakes, multi-agency environment. The advisor liaises with U.S. and Iraqi government officials, DLA contractors, and security personnel to ensure the efficient flow of personnel, equipment, and cargo across Iraq. Key responsibilities include briefing leadership, managing in-transit visibility systems, coordinating reports and logistics data, and supporting access and compliance processes involving Iraqi ministries.

LOGISTICS MANAGEMENT SENIOR ADVISOR Responsibilities Include:
• Serve as the principal advisor to the Senior Management Advisor and Deputy Management Counselor and other senior Embassy officials on operational and logistics movement requirements in support of the U.S. Embassy Baghdad.
• Advise members of the Embassy management team and contractors to promote effective support of U.S. Embassy Baghdad's logistics/distribution operations, as well as agency-specific operations, including but not limited to support provided to the Defense Logistics Agency (DLA).
• Brief and advise senior management on Logistics Management Center (LMC) operational developments, trends, and issues of significant interest.
• Advise appropriate post personnel on the monitoring and control of the movement of personnel, equipment, and cargo, whether by land or air, throughout Iraq.
• Provide DLA contractors with points of contact at each USM-I site for delivery of commodities and other requirements. Investigates and advises on the resolution of delays in the movement of personnel, equipment, and supplies; advise on the implementation of practical solutions to a broad range of critical and complex issues affecting the Logistics Movement Center's ability to efficiently fulfill its logistics and supply chain management and support role.
• Advise on the development and implementation of a functional information management systems plan for the LMC that provides for equipment/data security, communications, data processing, and audio/visual services as needed.
• Provide daily commodity movement reports of food, fuel, and repair parts, as well as other equipment and daily reports of cargo and personnel; act as the principal conduit
between the Regional Security Office and the supply chain for route information and status updates; coordinate with DLA in the use of In-Transit Visibility capabilities to monitor and track truck movements.
• Ensures ITV contractors meet LMC needs in accordance with contract requirements, ensure effective communication and coordination on planning and operations matters between the LMC and other offices of the U.S. Mission in Iraq, other government agencies, regional representatives, representatives of donor nations, and non-governmental entities.
• Advise senior leadership in responding to new and emergent operational requirements in the logistics movement control and support area.
• Advise appropriate DOS personnel on the preparation of reports, papers, and other documents for senior leadership, including sensitive documents for Chief of Mission-level action.
• Provides advice and support related to IZ access, Badging Office, Real Estate Department, badging issues, visas, ICAA landing request. Liaison to all GOI Ministries to include Prime Minister's Office.
• Performs other job-related duties as assigned
LOGISTICS MANAGEMENT SENIOR ADVISOR Experience, Education, Skills, Abilities requested:
Mastery of operational and management concepts, methods, and best practices to provide expert guidance to Logistics Hub management in meeting short- and long-term operational requirements and in developing plans that optimize operational efficiency and effectiveness in the assigned operations management and support area.
Mastery of the full range of principles, concepts, methods, and practices in supply services management, logistics management, and multi-modal ground transportation management required to oversee the planning and execution of all LMC operations and to ensure coordination of LMC operations with other related activities.
Knowledge of the organizational and functional interrelationships within DOS, as well as DOS relationships with other cabinet-level agencies, including the military departments, involved in supporting the operations of the U.S. Embassy Baghdad.
Knowledge of regulations governing the acquisition of equipment, personnel, and supplies required to support Embassy operations to ensure that contractors fulfill requirements regarding the movement of equipment, personnel, and supplies throughout Iraq.
Knowledge of In-Transit Visibility (ITV) systems used to monitor and track the identity, status, and location of personnel, equipment, and cargo being transported through Iraq in order to incorporate this capability as an integral element of the LMC.
Knowledge of Iraqi laws and regulations that effect the daily operations for the U.S. mission in Iraq including but not limited to Ministry of Labor, Ministry of Finance, Ministry of Interior, Ministry of Health, Ministry of Foreign Affairs, Ability to manage critical, time sensitive projects that require extensive coordination across program and organizational lines within the Mission, the Department, and with other USG agencies and non-governmental and private organizations and the efficient management of assigned resources including government and contractor staff as needed.
Ability to interact effectively with individuals in garnering cooperation and support for key planning, operations, and management initiatives in the assigned program area.
Ability to provide leadership and work effectively, cooperatively, and harmoniously in a multi-disciplinary team environment under considerable stress and tight deadlines, and with minimal supervision, in meeting the demands associated with a high profile, results driven activity.
Ability to communicate effectively, both orally and in writing, to plan, organize, coordinate, and oversee operations, provide advice and guidance, reconcile conflicting viewpoints, negotiate agreements with various stakeholders, resolve complex and often controversial technical and management issues, and represent the LMC in a variety of forums.
Must exhibit excellent customer service to all mission employees and contractors, recognizing when to refer problems or questions to the COR or A/COR. He/she must exercise professionalism, objectiveness, and discretion in the performance of tasks. Must adhere to EEO principles. He/she must always be examining the feasibility of implementing procedures to improve efficiency of the processes
Minimum of a bachelor's degree is required
Minimum five (5) years of experience in Logistics Management and Operations in an overseas environment
Level 4/4 in English required.
Level 4/4 in Arabic required.
