The GSO Management Advisor - Program Analyst serves as the Mission Iraq subject matter expert on the Integrated Logistics Management System (ILMS), overseeing system use, training, troubleshooting, and continuous improvement of logistics operations. The role involves developing ILMS SOPs, training personnel across all modules, analyzing performance metrics, and supporting strategic planning efforts. The incumbent also coordinates VIP visit logistics, ensures policy compliance, and liaises with ILMS teams in Washington, D.C. This position plays a critical role in enhancing service delivery and resource efficiency across General Services operations.

GSO MANAGEMENT ADVISOR - PROGRAM ANALYST (AN) Responsibilities Include:
Provide expertise, advisement, coordination, and recommendations on all aspects of the Integrated Logistics Management System (ILMS) system. With minimal guidance from the Supervisory General Services Officer and in coordination with the ILMS team in DC, the incumbent develops and monitors Mission Iraq's ILMS Standard Operating Procedures (SOPS) and serves as the resident Subject Matter Expert (SME) for the ILMS program, including all modules used by the mission.
The candidate has both formal instructor and solution provider responsibilities. Therefore, will conduct training sessions for Chief of Mission (COM) personnel on all ILMS modules used by the Mission. Training sessions are conducted mostly in the classroom setting but are also offered on a one-on-one basis, as required. The incumbent will also offer refresher training for existing users.
The candidate coordinates Management support for VIP and other important visitors and delegations, including high level personnel from all government departments and agencies (including Secretary of State, Congressional and Staff delegations, etc.) The incumbent initiates and monitors short and long-term planning for VIP and other TDY visits to ensure the most effective use of the Mission's resources.

Trains both service providers and customers in ILMS procedures and is essential to minimizing avoidable desk-side support requirements and allows for the incumbent time for proper expedient analysis and troubleshooting of the different elements of ILMS when problems arise. The incumbent either resolves these issues or works with the Washington ILMS Team when unique or uncommon issues arise that require Washington assistance.
Develops and puts into practice a customer focused ILMS support strategy, by analyzing results and trends in the management reports, such as the Procurement Cycle Time report, FMIS Vehicle and Driver Usage and Vehicle Maintenance reports, Receiving and Inspection reports, Replenishment, and other day-to-day reports used to identify and find remedies for technical errors and/or issues in service delivery. The incumbent then works with the GSO section to develop solutions to meet customer needs more efficiently and effectively.
The candidate meets additional Quality Management and Strategic planning goals by filling the roles and responsibleness of ILMS Power Users. These roles and responsibilities include encouraging training and full exploitation of the benefits of ILMS and being flexible when facing change, embracing new roles and responsibilities with enthusiasm, providing a Department of State-wide perspective for improving ILMS in Mission Iraq and working with the ILMS Team (system, communication/training material and approach) and shares user feedback, lessons learned, and best practices through regular communication with the Washington ILMS Team.
The candidate is responsible for the regular review, archive, and dissemination of ILMS instruction guides and policy handouts and for coordinating with the ILMS team within the Department to ensure the latest materials are in use by Mission Iraq. The incumbent is also responsible for knowing General Services procedures and policies, as well as formulating new ones in response to new initiatives or mandates that relate to the mission's ILMS program.
The candidate will also develop and maintain SOPs for programs and services provided by the General Services Office. These documents will be maintained on our intranet site or common drive.

The candidate is an integral part of the GSO Team and will have a view of the logistics process from beginning to end.
The incumbent travels occasionally to constituent posts and various agencies premises to conduct training sessions in person, refresher courses for new and existing users, and to resolve ILMS-related problems and/or issues in service delivery.
Monitor Collaborative Management Initiative (CMI) Benchmarks, ILMS Analytics, and ICASS surveys. Makes a monthly report to the S/GSO highlighting successes and areas for improvement. The incumbent will develop plans and work with sections to improve service delivery.
Conduct Annual Inventory of Controlled Access Areas. The incumbent assists with conducting inventories of United States Government owned non-expendable and expendable property of the entire mission.

Completion of High School diploma is required.
Five years of educational or professional experience in event planning, customer service, logistics management, program analyst or a related field is required.
Ability to understand in-depth knowledge of the various functions and activities within the areas of work is required. Ability to obtain knowledge of Department of State regulations, programs, and policies is required.
Must be able to make decisions independently while exercising good judgment. Excellent management and organizational skills are required. Ability to work well under pressure and to exhibit ingenuity and initiative to deal with high-level visitor requirements. Intermediate mathematical skills required to develop cost estimate for VIP visits and track expenditures. Technical skills on the computer are required, Microsoft office suite, mainly excel and internet navigation.
Ability to work nights and weekends during VIP visits.
Ability to interact effectively with individuals in garnering cooperation and support for key planning, operations, and management initiatives in the assigned program area.
Ability to provide leadership and work effectively, cooperatively, and harmoniously in a multi-disciplinary team environment under considerable stress and tight deadlines, and with minimal supervision in meeting demands associated with a high profile, results-driven activity.
Ability to communicate effectively, both orally and in writing to plan, organize, coordinate, and oversee operations, provide advice and guidance, reconcile conflicting viewpoints, negotiate agreements with various stakeholders, resolve complex and often controversial technical and management issues, and represent GSO in a variety of forums.
