The GSO Property Manager at Embassy Baghdad plays a vital leadership role within the General Services Office, overseeing a multi-functional team responsible for supply chain operations, including shipping, receiving, inventory, expendable and non-expendable property, and disposal. Reporting to the Assistant General Services Officer, the incumbent ensures strategic coordination between GSO, Information Resource Management (IRM), and supporting offices, including Erbil and the Baghdad Diplomatic Support Compound. Responsibilities include managing property inventories through ILMS, ensuring policy compliance, coordinating procurement with inventory management, and offering strategic advice on budget planning, cost-saving measures, and accountability controls. The position requires strong leadership, logistical expertise, communication skills, and the ability to thrive under pressure in a high-security, fast-paced environment.

GENERAL SERVICE OFFICE (GSO) PROPERTY MANAGER (AN) Responsibilities Include:

Reporting directly to the Assistant General Services officer, the position oversees a cross-functional team in charge of all General Services Supply Chain portfolios including shipping, receiving, property, assets, expendable supplies, disposal, and administration and supports all General Services and Information Resource Management property inventory

The position works directly with the Property Supervisor and the GSO Admin Assistant, and the Shipping Supply Supervisor.

The incumbent is responsible providing high level advice, explanations, regulatory material, managing projects, and providing short and long-term strategic recommendations including budgetary advice, cost saving initiatives, management controls and compliance.

The incumbent is responsible for conducting inventory in control asset areas, providing high level advice, explanations, regulatory material, managing projects, and providing short and long-term strategic recommendations including budgetary advice, cost saving initiatives, management controls and compliance.

Post supports all operations in Embassy Baghdad and provides guidance and assistance to the consulate in Erbil and the Baghdad Diplomatic Support Compound.

Prepare the annual forecast of the Program/ICASS portion of the budget for services, furniture, and equipment which is submitted to the GSO and Budget Specialist for review and inclusion in the annual budget.

Supports supply and warehousing section, providing guidance and management when necessary.

Coordinates procurement activities with inventory assets to ensure that existing inventory is used as efficiently as possible and new orders are issued only when necessary.

Assist with residential furniture planning and orders.

Ensures coordination between the Shipping and Procurement Sections to provide high level customer satisfaction within the Mission.

Ensures management controls are in place and reviewed periodically to ensure proper accountability for government property.

Counting U.S. government assets and recording the data on the Department system of record, the Integrated Logistics Management System (ILMS).

Investigating and reconciling discrepancies between items on hand and the inventory records.

Tagging U.S. government assets with the Department authorized barcodes and recording them in ILMS.

Inspecting U.S. government assets for defects, wear, or damage and reporting to the Accountable Property Officer (APO) for both GSO and IRM.

Assisting GSO and IRM to prepare inventory-related reports for the Property Management Officer (PMO), Accountable Property Officer (APO), and Property Disposal Officer (PDO).

Reviews annual physical inventory count and submission, ensuring compliance with policy.

GENERAL SERVICE OFFICE (GSO) PROPERTY MANAGER (AN) Experience, Education, Skills, Abilities requested:

3+ years of experience in a warehouse lead role managing property/warehouse operations

Proficient knowledge of warehouse procedure and policy

Excellent problem-solving skills and leadership qualities

Ability to work with all levels of Mission staff

Comfortable delivering frequent direct written and oral feedback

Level 4/4 in English required.
