Qualifications:

Education
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.

Specialized Experience (for positions above GS-5):
For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Comprehensive knowledge of a wide range of air transportation operations policies, principles, and practices. Specialized knowledge of the PNAF mission to effectively plan and coordinate PNAF missions that provide airlift for the logistical transportation of special nuclear materials and/ or nuclear components. Thorough knowledge of AMC aircraft and aircrew capabilities and limitations to include range, fuel requirements, configuration, loading, take off data, airspeed capabilities, cargo/passenger capabilities, weight restrictions, duty day, and crew rest to ensure proper mission scheduling is accomplished. Thorough knowledge of DoD/DoE/ DTRA and Air Force air transportation operations directives, regulations, policies, and procedures to plan and develop transportation systems or services to satisfy user requirements. Working knowledge of computer systems, web applications and Secure/ Non-secure internet Protocol Network (SIPR/NIPR) to include but not limited to; Global Decision Support System (GDSS), Air Refueling Management System (ARMS), Advanced Computer Flight Planning (ACFP), National Geospatial Intelligence Agency (NGA) Aeronautical Information File, and Airfield Suitability and Restrictions Report (ASRR). Knowledge of the Foreign Clearance Guide (FCG), Special Weapons Overflight Guide (SWOG) and world-wide diplomatic clearance requirements for transiting aircraft, aircrew and cargo to ensure overflight clearances are granted. In-depth knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics. In depth knowledge of airfield survey data and information from en-route supplements, i.e., runway length, load bearing capability, types of fuel available, etc., which are necessary for determining the suitability of the intended destination and alternatives for missions. Knowledge of safeguarding classified information and the proper handling and storage of classified documents.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Comprehensive knowledge of a wide range of air transportation policies, principles, practices, operational concepts, procedures, and guidelines. Knowledge of the Prime Nuclear Airlift Force (PNAF) mission, PNAF aircrew training requirements and nuclear cargo/nuclear cargo component restrictions as it relates to wartime and peacetime logistical airlift. Comprehensive knowledge of aircraft performance capabilities and limitations in addition to regulations governing aircrew management policies and procedures. Knowledge of various computer systems that pertain to transportation operations and other systems required to perform the work. Ability to develop executable airlift mission itineraries. Ability to train newly assigned aircrew on mission planning practices, processes and procedures. Ability to communicate effectively, both verbally and in writing to coordinate planning issues and resolve problems with other units, bases or agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Serves as the Prime Nuclear Airlift Force (PNAF) mission planner for the only USAF Wing supporting the PNAF mission.
- Manages and coordinates the execution of all high-profile Tanker Airlift Control Center (TACC) PNAF Special Assignment Airlift Mission's (SAAM), Department of Energy (DOE) and Defense Threat Reduction Agency (DTRA) missions which provide airlift for the logistical transportation of special nuclear materials between the United States, its allies, neighbors and cooperative nations.
- Develops the PNAF short- and long-range flying schedules from annual flying requirements.
- As the PNAF subject matter expert, trains new aircrew members on mission planning practices, processes and procedures.
