Position Overview
By Light is seeking a Cyber Operations Planner to join our team. The role will support and develop plans and orders for offensive and defensive cyber operations. We are seeking a highly skilled and focused Senior-Level Planner to provide strategic and operational planning support in a dynamic and fast-paced environment. The ideal candidate brings deep expertise in Joint Planning Process (JPP) and Adaptive Planning and Execution (APEX), combined with experience in cyber operations, campaign planning, and coordination with Joint and Service-level partners.
In this role, you will integrate cyberspace command and control capabilities into broader operational plans, support planning for both steady-state and crisis scenarios, and lead task order management responsibilities to ensure deliverables meet quality, timeliness, and performance objectives.

Salary Range
Based on the roles, responsibilities, and requirements, the projected pay range for this position is $175,000 - $205,000.

Responsibilities
Strategic & Operational Planning
- Provide expert-level planning support aligned with Joint Planning Process (JPP) and APEX frameworks.
- Lead the development of strategic plans, campaigns, CONOPs, and OPORDs to support full-spectrum operations.
- Support analysis, Course of Action (COA) development, and long-range planning initiatives for cyber and global force operations.
- Participate in Joint Planning Groups (JPGs), Operational Planning Teams (OPTs), and Crisis Action Teams (CATs).
- Incorporate cyberspace capabilities into planning activities, ensuring cyber objectives are integrated into theater and strategic-level plans.
- Collaborate with Joint organizations to identify and define terrain relevant to cyberspace operations (MRT-C).
- Utilize tools such as JPES, JOPES, and GCCS-J to track planning efforts and operational execution.
Required Experience/Qualifications
- Minimum 12-15 years of experience in joint military strategic planning, strategy, or operational coordination.
- Demonstrated expertise in COA development, campaign design, and operational plan production.
- Extensive understanding of APEX, JPP, and joint planning doctrine (e.g., JP 5-0, CJCSM 3130 series).
- Experience working with Joint-level organizations or within large-scale planning environments.
- Strong analytical, communication, and writing skills; ability to support senior-level decision-making.
- Joint Professional Military Education (JPME) Level II qualified.
Preferred Experience/Qualifications
- Leadership or supervisory experience within a strategic or cyber planning environment.
- Familiarity with Joint cyber operations, cyberspace integration strategies, and theater-level cyber planning.
- Proven ability to manage planning teams in high-pressure, critical environments.
- Hands-on experience with tools such as JPES, JOPES, and GCCS-J.
Special Requirements/Security Clearance
- Current TS/SCI security clearance.
Salary Range
