The Deputy Program Manager is responsible for the cost, schedule, and technical performance of external company program(s). Directs all phases of program(s) from inception through completion. Organizes interdepartmental activities ensuring completion of the program on schedule and within budget constraints. Serves as the primary contact for the customer on matters pertaining to the program.

Manages one or more large teams of the highest complexity, including individual contributors and other people managers.

PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.
  • Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.

  • Responsible for profitability and revenue growth of assigned program(s).
  • Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
  • Performs business development activities at all stages, including the preparation and review of technical and cost proposals.
  • Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement - Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
  • Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
  • Prepares and provides various reports and technical reviews to senior management as requested.
  • Ensures compliance with relevant corporate and government policies and standards.
  • Interfaces with customer and stakeholders to understand the needs of the program; assesses requirements, develops mission plans, and manages operations execution.
  • Tracks and supervises flight operations schedule and deployment assignments.
  • Supervise the collection, processing, and dissemination of geospatial data using HR3D data products.
  • Ensure implementation of common geospatial data management procedures and operations established by the customer.


EDUCATION AND EXPERIENCE
  • Bachelor's degree or equivalent in years of experience
  • 5+ years of related experience


RECOMMENDED SKILLS AND ABILITIES
  • PMP, ITIL, CSM, Six Sigma certifications or others specific to job assignment
  • Ability to manage multiple programs and projects simultaneously
  • Effective business development skills including proposal development and preparation
  • Effective communication skills
  • Detailed knowledge of relevant government regulations and standards
  • Effective administrative and organizational skills
  • Effective people management skills
  • Comprehensive knowledge of company policies, processes, and procedures
  • Comprehensive understanding of company strategic goals and ability to align them to business operations
  • Experience with material procurement and management, as well as effective management of multiple vendor relationships
