The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of Combatant Commands (CCMDs) and transitioning these technologies to DoD CCMDs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

We have a near-term need for a Chem/Bio Program Analyst to provide onsite support out of SPA's Lorton, VA facility (near Fort Belvoir).

Responsibilities

Assist in monitoring research projects, focusing on emerging advances in Chemical and Biological threats modeling and simulation tools, data handling, and software development. Support the management of technical projects aimed at developing models, algorithms, and software assets to enhance decision-making in Chemical and Biological contested environments. Analyze, interpret, and apply modeling tools while monitoring and understanding DoD initiatives that address knowledge gaps through foundational chemical and biological research, hazard modeling, and data/computer science to support the warfighter. Stay informed about current novel science and technology developments, align capabilities with stakeholder requirements, provide guidance on the technical trajectory of projects, and apply subject matter expertise to extract usable information from diverse sources to support decision-making, analyze technology trends, and evaluate the technical soundness of algorithms, models, and capabilities developed by performers. Prepare technical documentation and presentations to communicate methodologies, assumptions, and conclusions from scientific investigations, and review proposals, technical reports, experimental or theoretical techniques, and scientific studies to ensure technical validity and assess current and future CB technologies. Collaborate with the Project Management team on acquisition and procurement tasks, and assist the Government in ensuring the assigned portfolio remains valuable and aligned with program goals. Analyze and provide recommendations on the Chemical Biological Defense Program (CBDP) capability gaps, relevant national doctrine, and planning documents. Aid in the analysis, development, and presentation of strategic alignments to address capability gaps while tracking and advancing transitions and supporting task assignments in accordance with the division's vision and mission.

Travel: 10-30%

Qualifications

Required:
  • BS in Data Science, Mathematics, Computer Science, or related technical field
  • 3+ years of experience in application of scientific principles for scientific research, analysis, and modeling involving Chemical Biological (CB) data/software
  • Understanding of DevSecOps and agile software development methodologies
  • Experience within or working with the CBDP enterprise (JPEO, JSTO, JRO, National Labs, DoD Service Labs, DHS, DARPA, BARDA)
  • Broad understanding of DTRA and DTRA RD's mission and organization
  • Ability to accomplish tasks with minimal supervision and a demonstrated proactive work approach, with a strong sense of accountability, work ethic, and punctuality
  • Self-starter, self-motivated, problem solver, with demonstrated critical and analytical thinking and multi-tasking skills
  • Excellent written and oral communication skills
  • Agility with computer software and Microsoft Office products (Word, Excel, PowerPoint, Outlook, Teams)
  • Able to work fully onsite based on client needs.
  • Active DoD Secret clearance

Desired:
  • MS in a STEM or related field and 5 years of related experience in that field
  • Familiarity with CB modeling and simulation software
  • An understanding of database management, data trends analysis, data structures, databases, and data warehousing
  • Published author or co-author on scientific papers
  • Experience serving in a leadership role (Principal Investigator, Team Lead, etc.)
  • Experience working with national strategy and doctrine development or implementation
  • Active DoD TS/SCI
  • Experience in the DoD Chemical Biological Defense Program (CBDP), CWMD, and CBRN response/mitigation, or DTRA
  • Knowledge of, or experience in Federal/DoD acquisition
  • Experience with AR/VR/XR and Tactical Assault Kit (TAK) products
  • Experience analyzing data to produce reports and improve processes for U.S. Military projects
