Position Overview
We are seeking a highly qualified Program Manager to lead and oversee engineering and technical services supporting Navy combat systems and weapon systems programs for the Test and Evaluation (T&E) Department of the Naval Surface Warfare Center – Port Hueneme Division (NSWC PHD). This key role requires a strategic thinker with strong leadership, contract management skills, technical expertise, and capability to direct complex technical team projects on U. S. Navy ships and at shore facilities, both within the United States and at forward-deployed locations. The Program Manager will be responsible for ensuring program success through effective planning, risk mitigation, stakeholder engagement, interaction with government key points of contact, coordination of team travel requirements, and providing distance support, while maintaining compliance with Navy policies and procedures. The scope of field service support to be managed may involve a specialized team of combat system subject matter experts tasked to evaluate new combat system capabilities in a multi-ship operational environment, or it may be limited to a small group (one or two personnel) sent to resolve an emergent system/equipment technical issue requiring rapid response.
Key Responsibilities
• Manage contracts of similar size, scope, and complexity (minimum 3 years of experience).
• Lead budget forecasting and apply Earned Value Management (EVM) or similar methodologies.
• Oversee subcontractor performance and ensure alignment with program goals.
• Develop detailed program plans and schedules derived from master development schedules.
• Identify and mitigate technical and programmatic risks.
• Participate in Navy planning meetings, program reviews, and technical working groups.
• Provide in-person leadership and support at the NSWC PHD Main Campus (Port Hueneme, CA) and related area locations.
• Ensure compliance with Navy standards and operational procedures.
• Support Navy Combat System or Weapon System T&E and problem resolution activities.
Qualifications and Requirements
• Bachelor’s degree in a technical or managerial discipline.
• Secret clearance or the ability to obtain one.
• Minimum 5 years of experience managing engineering and technical services for Navy combat systems or weapon systems.
• Minimum 3 years of experience managing contracts of similar size, scope, and complexity.
• Minimum 3 years of experience in Navy Combat System or Weapon System T&E.
• Experience in budget forecasting and use of Earned Value Management or similar processes.
• Experience managing subcontractors.
• Demonstrated experience developing program plans and schedules.
• Proven ability to identify and mitigate technical and programmatic risks.
• Direct experience with Navy policies and procedures through active participation in program activities.
