Duties

  • You will serve as a Supervisory Electronic Technician in the Operations Division (N3) at Naval Computer and Telecommunications Hampton Roads Detachment Cutler, ME (NCTS).
  • You will conduct the technical operation and repair of all communication systems and equipment not limited to: VLF transmitter, computers, electronic test equipment, emergency and portable radio equipment, communication lines, and cables.
  • You will utilize and repair low band universal communication systems (LBUCS), and local area network (LAN) computer systems.
  • You will supervisor employees perform operational watch standing and execute preventive and corrective maintenance on the transmitter deck equipment.
  • You will plan and establish overall leave schedules.
  • You will schedule work assignments to subordinate employees in accordance with established leave schedules, maintenance schedules, test criteria, equipment history, operational schedules and operational analysis.
  • You will establish deadlines, priorities and plan work assignments based on general work schedules, methods and policies set by the Transmission Desk Manager.
  • You will participate with the Transmission Desk Manager in the planning of works schedules, budget requests, staffing needs and recommendations for scheduling projected work.
  • You will maintain employee attendance requests and process leave requests.
  • You will nominate personnel for awards and initiate minor disciplinary actions (ie counseling) when necessary.
  • You will maintain the Maintenance Material and Management System (3M).
  • You will maintain property accounts and sub-custody inventories and records.

  • You must have 20/20 vision or vision correctable to 20/20 with corrective lenses, must not be color blind and have good hearing.
  • You must be able to lift objects weighing up to 40 pounds, occasionally will be required to lift items in excess of 40 pounds and up to several hundred pounds using weight handling equipment.
  • This is a Cyberspace Workforce position, work role code 451, proficiency level INTERMEDIATE the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

- Experience leading a division in the technical operation/maintenance and repair of all communication systems and equipment including the AN/FRT-31 VLF transmitter or similar systems.
- Experience developing, implementing, and administrating training programs.
- Experience directing, coordinating, overseeing and evaluating the work of subordinate personnel.
- Experience interpreting schematics of complex systems, defining and preparing electrical drawings, and wiring diagrams.

Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
