  • You will develop and implement effective theater manpower and human capital strategies and policies based on and influence by budget, workforce requirements and projects, Navy goals and mission needs, and congressional mandates.
  • You will serve as the principal advisor to the Business Director, NAVFAC on all matters relating to manpower and human resources for civilians, military, and any appropriate contracted staff throughout the NAVFAC theater of responsibility.
  • You will be the senior official accountable for acquiring and developing a high quality workforce and advise the Director on all matters related to designing and executing human capital strategy.
  • You will provide direction for the administration of the Total Force Development program for serviced activities.
  • You will provide oversight of human capital programs for NAVFAC to include personnel that are both direct and indirect hires under a variety of Conditions of Employment (COE) based on their country of employment.
  • You will develop and administer NAVFAC's Position Management Program for staff as well as activities within the theater of operations.
  • You will provide direction for Personnel Resources, and Programs staff and resolve issues with the Human Resources Office (HRO), e.g., staffing needs and external in-servicing placements.
  • You will develop policies and procedures for endorsements/approvals to ensure consistency across the command in accordance with Office of Civilian Human Resources guidance, authoritative policies and based on mission needs and funding availability.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Representing an organization as a Human Capital Management subject matter expert and advocating for its interests both internally and externally;
  • Leading and managing teams including setting goals, providing guidance, and evaluating performance;
  • Adjusting to changing priorities and managing resources, especially in challenging situations;
  • Planning and executing work, meeting deadlines and staying within budget constraints;
  • Working with subordinates to contribute to management goals; and
  • Resolving complex civilian Human Capital Management challenges.

    PHYSICAL DEMANDS: Work is sedentary with some minor physical activity during field visits.

    WORK ENVIRONMENT: Work is performed in an office environment, with some travel to attend meetings or to review field operations.

    Temporary promotions may be extended up to 5 years at the discretion of management and in accordance with applicable regulations.

    This position is covered by the Department of Defense Priority Placement Program.
