Duties
Help
  • Develops new methods and techniques to forecast long-range funding (e.g., 3-5 years or more into the future).
  • Analyzes and prepares cost data for inclusion in Defense Health Agency Program Objective Memorandum (POM), Budget Estimate Submission (BES), Financial Spend Plans, and execution submissions at the Division and Directorate level.
  • Reviews and validates obligations, expenditures, by examining accounting records, through continuing dialogue with program leads and their staffs, and by reviewing financial documents.
  • Interprets budget policy, coordinates and plans budget services, management of resources and forecasting budgetary trends and activities, applying advanced analysis techniques to program data expressed in financial terms.
  • Serves as authority for all financial management matters within the program or programs and assists in developing cost and economic analysis reports.

  • This position requires the incumbent be able to to obtain and maintain a favorable background check.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires the incumbent to be able to acquire Financial Management at Certification Level 2 within two years of entrance into this position.
  • Advanced (formerly Level III): This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business Financial Management certification within 48 months as of entrance on duty.

Basic Requirement for Financial Management Specialist NH-0501-3:

Specialized Experience: One year of specialized experience which include analyzing continual changes in program funding or their effect on financial or budget program milestones. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).
