Duties
Help
  • Provides advice, technical assistance, and policy guidance to supervisory, management officials and legal staff concerning the Federal labor relations program in general and Agency programs in particular.
  • Provides staff guidance on labor relations issues.
  • Analyzes frequently changing conditions in on-going labor-management relations in all appropriate organizational elements, and relates findings to overall Agency HR strategy and focus.
  • Serves as a member of the management negotiating team, meet with union negotiators to establish ground rules for negotiations, develop and write management proposals and counterproposals.
  • Exchanges initial proposals with the union, analyze union proposals to determine the ramifications, develop negotiating strategies and coordinate with management officials on proposals, research case law, etc...

Qualifications

To qualify for a Human Resources Specialist (LR/ER), your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
  • Experience preparing and presenting training materials pertaining to employee and labor relations issues.
  • Providing a full range of advisory services, assistance, and policy guidance to management officials, legal staff and employees concerning all aspects of the employee relations programs.
  • Providing advisory services, assistance, and policy guidance to management officials, legal staff and employees concerning all aspects of the labor-management programs.
  • Providing advice and assistance on the impact of negotiated labor agreements on day-to-day operations, and assisting in accomplishing required processes and procedures.


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • Fort Lee, VA: $93,577 - $143,109 (22.28% Locality)
  • Hanscom AFB, MA: $101,459 - $155,164 (32.58% Locality)
  • Baltimore, MD: $102,500 - $156,755 (33.94% Locality)
