JOB TITLE: Personnel Security Specialist

INTRODUCTION:
The position is located within NAF Human Resources Branch, Marine Corps Community Services (MCCS), Camp S.D. Butler, Okinawa, Japan. The Personnel Security Specialist provides assistance to the Personnel Security Supervisor in support of determining the suitability/fitness for entry and retention in over 1300 NAF positions with MCCS as well as for in-home family care provider, contractor, and volunteer fitness. This position reports to the Personnel Security Supervisor.
DUTIES AND RESPONSIBILITIES:
Processes personnel security investigations and special access eligibility requirements for personnel identified as requiring a security or access clearance via federal investigation procedures in accordance with DOD, Navy, and Marine Corps personnel security policies. The guidelines are not always specific and require that Personnel Security Specialists use judgment in determining the best course of action in order to comply with regulations. The Personnel Security Program is subject to Naval Audit and extensive regulatory parameters that require the Personnel Security Specialist to uphold the highest standard of ethics, accuracy, and judgment.
Applies practical knowledge of commonly applied security principles, concepts, and methodologies in carrying out assignments and developing skills by performing independent work such as daily security processes, audits, and record keeping. The Personnel Security Supervisor provides specific instructions as to approach, methods, and sources of information on new or unusual assignments. The incumbent uses initiative in independently carrying out assignments which are covered by established procedures and is expected to seek assistance on problems and unfamiliar situations that arise.
Executes policies and procedures required for the operating the personnel security program, including assisting with Continuous Vetting, Continuous Evaluation, and Insider Threat Program activities. Accesses classified and confidential PII information by initiating and reviewing Federal Investigations using the Office of Personnel Management¿s Electronic Questionnaires for Investigations Processing (e-QIP) automated system. Approves and submits applications by gathering documentation, obtaining signatures, and collecting fingerprints. Verifies the status of existing investigations by utilizing the classified federal system of record.
Represents the MCCS Personnel Security Program to its customers by explaining processes, guidance, and required documentation utilized by the security program.
Establishes and maintains official personnel security files. Maintains electronic records for background checks utilizing PeopleSoft and SharePoint software as well as federal systems of record. Gathers, organizes, analyzes, verifies, and files personnel security and suitability data. Coordinates with various installation, State, and Federal authorities to obtain records as well as clarify security requirements and investigation statuses.

BASIC REQUIREMENTS:
1. Must be a U.S. Citizen.
2. Must have current Tier 3 eligibility (Secret Clearance) and be able to maintain a Tier 3 in order to complete assigned duties that require access to classified information.
3. Must have a Bachelor¿s degree or at least 3 years of work experience in personnel security or a closely related field.
4. Must demonstrate administrative analytical ability, mature judgment, and knowledge of the mission and operation of the program.
5. Experience in applying tact and diplomacy when dealing with sensitive issues, to include conducting objective analysis, fact finding, and exercising confidentiality and privacy.
QUALIFICATION REQUIREMENTS:
1. Knowledge and experience in administrative procedures such as managing electronic and hard copy records, designing forms, and other office procedures. Must have demonstrated accuracy and attention to detail in a high impact/ high risk environment.
2. Knowledge and ability in operating Microsoft Programs such as Outlook, Word, and Excel to perform data entry and data gathering; create various charts and statistical reports. Experience with PeopleSoft (or other human resource personnel management software) and SharePoint preferred.
3. Must possess excellent customer service skills, interpersonal skills, tact, and problem-solving abilities.
4. Ability to work independently and efficiently in handling multi-task assignments and prioritizing work in a fast-paced, changing work environment.
5. Skill in both written and oral communications, with an ability to convey policies and/or procedures in a professional manner to all levels of the work force.
6. Previous federal security training such as through CDSE, OPM, or DSS is desired.
This position has been designated as Noncritical Sensitive and therefore requires the ability to maintain a Secret clearance. Continued employment is subject to a maintaining a favorable adjudication.
