OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Director of Information Technology to work with our federal clients and lead our IT practice growth. This is a senior leadership position responsible for driving OCT's IT business development, managing client relationships, and overseeing delivery of cutting-edge technology solutions across data analytics, cybersecurity, and emerging technologies including artificial intelligence.

Day to day responsibilities include:
  • Lead strategic planning and business development for OCT's IT practice, identifying growth opportunities and new market segments
  • Develop and maintain relationships with federal agency IT executives and decision-makers to expand OCT's client base
  • Oversee client delivery across all IT engagements, ensuring quality, timeliness, and client satisfaction
  • Serve as hands-on delivery lead on strategic client engagements as needed, demonstrating technical expertise and maintaining direct client relationships
  • Oversee proposal development, RFI responses, and competitive positioning for IT-related contracts and task orders
  • Manage and grow the IT business pipeline, tracking opportunities from identification through contract award
  • Provide technical leadership and oversight for complex IT projects involving data analytics, cybersecurity, cloud computing, and AI/ML implementations
  • Collaborate with senior leadership to establish IT practice revenue targets and growth strategies
  • Lead capture activities for large-scale IT modernization and digital transformation initiatives
  • Mentor and develop IT staff, fostering innovation and technical excellence across the practice
  • Stay current with federal IT trends, emerging technologies, and regulatory requirements affecting government clients
  • Represent OCT at industry conferences, networking events, and client meetings to enhance market presence
  • Support contract negotiations and serve as the primary technical point of contact during the sales cycle
  • Develop strategic partnerships with technology vendors and other consulting firms to enhance service delivery capabilities


Requirements:
Qualifications/Requirements
  • Must be a U.S. Citizen
  • Master's degree in Information Technology, Computer Science, Engineering, or related technical field; MBA preferred
  • Minimum 15+ years of progressive IT leadership experience, with at least 10 years in federal consulting or government IT environments
  • Proven track record of business development success with demonstrable experience growing IT practices or winning major contracts
  • Deep expertise in multiple areas: data analytics, cybersecurity, cloud computing, and emerging technologies (AI/ML, automation, IoT)
  • Strong understanding of federal IT acquisition processes, including GSA schedules, CIO-SP contracts, and agency-specific procurement vehicles
  • Experience writing technical proposals, RFI responses, and capability statements for federal IT opportunities
  • Industry certifications required: PMP, CISSP, and one cloud certification (AWS, Azure, or GCP Solutions Architect level)
  • Additional preferred certifications: CISA, CISM, Data Management Professional (CDMP), or AI/ML related certifications
  • Active Top Secret (TS) clearance is highly preferred
  • Excellent communication and presentation skills with ability to engage C-level executives and technical staff
  • Demonstrated ability to manage P&L responsibility and achieve revenue targets
  • Experience leading technical teams of 20+ professionals across multiple client engagements
  • Flexibility to travel up to 40% to client sites and business development activities
  • Location: Washington DC Metro area with hybrid work arrangements; willingness to work on-site with clients as needed
