Job Title: Engineer Planner
Location: Dededo, Guam

Introduction:
Rivet Operations Company is seeking a highly skilled Engineer Planner to support Naval Computer and Telecommunications Station (NCTS) Guam. This position is responsible for planning, analyzing, and optimizing telecommunications and IT systems to ensure secure, reliable, and mission-ready communications for Navy operations across the Indo-Pacific region. The ideal candidate will possess strong technical expertise in both telecom infrastructure and computer systems, with experience working in Department of Defense (DoD) environments.

Key Responsibilities:

* Develop, review, and maintain telecommunications plans, diagrams, and documentation for voice, video, and data systems.

* Plan and coordinate network infrastructure projects, including upgrades, expansions, and system integrations.

* Evaluate technical specifications to ensure compliance with DoD, Navy, and DISA communications and IT standards.

* Prepare Bills of Materials (BOMs), cost estimates, and technical design packages for proposed projects.

* Conduct site surveys and support installation planning, implementation, and cutover activities.

* Analyze and optimize the performance of existing computer systems, applications, and network components.

* Document system requirements, functional specifications, and configuration changes for both telecom and IT systems.

* Troubleshoot and resolve hardware, software, and network issues; perform root cause analysis and corrective actions.

* Support system integration, patch management, and lifecycle management activities.

* Ensure cybersecurity compliance, including system hardening, security patching, and Risk Management Framework (RMF) requirements.

* Maintain accurate records of infrastructure assets, cable plant diagrams, configuration baselines, and Standard Operating Procedures (SOPs).

* Collaborate with engineering teams, program managers, and Navy stakeholders to align solutions with mission objectives.



Qualifications:

* Experience in telecommunications planning, IT systems analysis, and/or network operations.

* Familiarity with Navy and DoD communications and IT standards, including VoIP, fiber optics, secure communications, and RMF compliance.

* Proficiency with design and documentation tools (AutoCAD preferred) and system administration utilities.

* Strong troubleshooting and problem-solving skills across telecom and IT domains.

* Excellent organizational, technical writing, and communication skills.

* 4+ years of relevant experience.


Other Requirements:

* Must be a U.S. citizen and be able to obtain and maintain an active security clearance.

* Personnel shall possess a valid Guam driver's license to operate a motor vehicle on Guam. Local travel is required to perform field support within Government owned facilities on Guam.

* Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. May include lifting to 40 pounds as necessary.
