Duties

Supervisory: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.

Academic Program Oversight: Designs and implements program strategies to accomplish AU academic goals, while maintaining degree-granting authority and regional/specialized accreditation. Directs AU's Program Review process to give AU/CC and CAO a common frame of reference for assessing the quality of educational programs across the University. Consistently develops an expansive professional network and serves as AU's point of contact with national and regional education organizations, AF Major Commands, other DoD Components with comparable education systems, and local AU organizational units. Serves as the point of contact with congressional staffs on matters related to degree-granting authority legislation. Maintains routine contact with Higher Headquarters staff (i.e., Air Staff, Joint Staff, OSD) US Department of Education, and regional accrediting bodies. Serves as Air University accreditation liaison with regional accrediting body (or appoints qualified designee) and provides expertise to applicable AU programs on matters pertaining to Joint Education. Regularly represents AU on numerous working groups and professional education meetings and conferences across DoD and in the private sector. Periodically, chairs or serves on multiple committees relating to academic matters, both internal and external to AU. Teaches, delivers workshops, instructs, and conducts briefings in areas of expertise. Contributes to the advancement of AU by representing the institution in a variety of academic and professional settings.

Program and Institutional Assessment: Develops, coordinates, and implements Air Force programs and policies pertaining to comprehensive assessment of AU education programs, including Professional Military Education (PME), Professional Continuing Education (PCE), and Graduate Education programs. Consistently serves as expert education advisor to the AU/CC on educational assessment programs. Regularly analyzes and evaluates current AF education programs for evidence of ongoing continuous improvement and achievement of programs outcomes. Regularly researches programs, problem areas and recommends appropriate corrective action. Provides advice, formulates policies, and establishes project guidelines for critically important educational projects for the AU/CC.

Advisory Board Management: Advises the AU/CC on advisory board recruitment, governance of AU, and programs for review by the governing boards. Consistently directs multi-school participation in coordinates activities of the AU Board of Visitors (BOV) composed of distinguished leaders from academia, industry, and government service. Facilitates prudent board engagement to solicit appropriate counsel from the BOV on AU educational programs. Available to serve as the Designated Federal Officer (DFO) for AU advisory boards.

Qualifications

In order to qualify, a candidate must meet the education and/or experience requirements described. The candidate's resume must clearly describe relevant experience, transcripts will be required as part of the application. An interview is expected to be performed as part of the candidate hiring process.
  • Knowledge of Air University programs and of current projects, regional accreditation requirements and practices; educational research and statistics, especially as applied to institutional research.
  • Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness in academic programs.
  • Ability to formulate and execute organizational management strategies to improve institutional effectiveness.
  • Ability to coordinate the work of a diverse group of individuals employed by others (e.g., AU schools and centers, other DoD educational institutions, and HHQ).
  • Exceptional skill in leading, supervising, inspiring, and motivating a diverse team of civil service professionals towards achieving organizational goals.
  • Must have a substantial background in academic administration, with experience that is comparable to the demands of the Deputy Provost role.
  • Must have knowledge of collegiate-level accreditation practices, procedures, and responsibilities.
  • Must have experience designing and interpreting research projects.
  • Must be able to manage and coordinate large and complex projects under time constraints, while interacting with high-level professionals.
Education

Must possess a Master's from a regionally accredited post-secondary institution.

Additional information

The position will be an initial three-year appointment with a one-year probationary period, with the potential for continued reappointment for additional 1-5 year terms. This position is subject to Air University's tenure and promotion policy, this position is tenure-track eligible.
