Position Overview:
We are seeking a motivated Junior Applications & Database Administrator to support critical enterprise applications for naval shipyard and ship maintenance operations at Pearl Harbor Naval Shipyard & IMF (PHNSY&IMF). This entry-level position provides an excellent opportunity to gain hands-on experience with Oracle database technologies, enterprise application management, and data systems administration in a secure DoD environment. Under senior supervision, the successful candidate will assist in maintaining application availability while learning cybersecurity compliance requirements and supporting mission-critical systems including Oracle APEX and specialized maintenance applications.

Qualifications:

Under senior supervision, the successful candidate will assist in maintaining application availability while learning cybersecurity compliance requirements and supporting mission-critical systems including Oracle APEX and specialized maintenance applications.
Key Responsibilities:
Application Support & Maintenance
- Assist in daily administration of naval applications
- Support application availability through system monitoring and basic troubleshooting
- Assist with application installations, configurations, and testing of new releases from software manufacturers
- Perform routine application maintenance tasks and basic performance monitoring
- Execute scheduled application backup procedures and document results
Database & System Support
- Support Oracle 19c+ databases, Oracle Enterprise Manager, and Oracle WebLogic Server environments under supervision
- Assist with MS SQL Server 2016+, Windows Server 2016+, and other applications maintenance
- Monitor basic database performance metrics and report issues to senior staff
- Assist with data requirements analysis and capacity monitoring
- Perform routine checks on application interfaces and system integrations
User Support & Help Desk
- Provide first-level application support during business hours with guidance from senior staff
- Create, modify, and delete user accounts following established procedures
- Handle password resets, account lockouts, and basic access control issues
- Document user interactions and maintain accurate ticket records
- Escalate complex issues to senior administrators while learning troubleshooting techniques
- Assist in achieving ticket resolution rate
Security & Compliance Support
- Learn and follow application security procedures in compliance with DoD, DoN, NAVSEA, and PHNSY&IMF policies
- Assist with Security Technical Implementation Guidelines (STIG) implementation under supervision
- Support vulnerability assessment activities and basic remediation tasks
- Help maintain security documentation and audit trails
- Learn to protect sensitive naval data ensuring confidentiality, integrity, and availability
Documentation & Learning
- Assist in maintaining Standard Operating Procedures for managed applications
- Document daily operational checks and system monitoring activities
- Learn to create technical documentation and procedure updates
- Support metrics collection for CO Cybersecurity Reports, NOSCC monthly metrics, and NAVSEA 04I IT metrics
- Participate in training programs and skill development activities
Project & Team Support
- Assist senior staff with application implementation and upgrade projects
- Support market research activities and vendor evaluation processes
- Learn project management fundamentals through participation in IT projects
- Provide administrative support for disaster recovery planning and testing
- Collaborate with team members and other departments on routine tasks
Qualifications:
- Education: High school diploma. Associate's degree in Information Technology, Computer Science, Database Administration, or related field preferred.
- Experience: 0-2 years experience in IT systems administration.
- Certifications: Current DoD 8140 IAT Level I certification (Security+ CE)
- Preferred Technical Skills:
- Basic knowledge of database concepts and application management
- Familiarity with Windows Server and basic networking concepts
- Fundamental understanding of Oracle or SQL Server databases
- Understanding of web applications, IIS, and basic web server concepts
- Customer service experience, ticket management systems, basic troubleshooting
- Strong written communication skills for technical documentation
- Soft Skills:
- Strong desire to learn and develop technical skills in enterprise application management
- Excellent problem-solving abilities and attention to detail
- Good communication skills for interacting with users and team members
- Ability to follow detailed procedures and work under supervision
- Willingness to work in a structured, security-conscious environment

- This position may require night, weekend or holiday support.
