Areté is seeking a self-driven Manager, Business Development/Capture to work within the Maritime Airborne Systems (MAS) sector to identify, develop, and capture opportunities that align with the sector's strategy and priorities. The candidate will participate and coordinate all aspects of the business capture (BC) process from identifying and shaping opportunities to Bid and Proposal (B&P) budgets, forming proposal teams, writing proposals, program costing, Basis of Estimate (BOEs), proposal review, editing, and contract negotiations. This position can be based out of Tucson, AZ, office. This will be an exempt, non-supervisory, full-time position.

Primary responsibilities:
  • Participate in MAS business capture planning activities, to include periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews.
  • Develop relationships with customers and teammates to develop capture insight including performing market research, budgets, timing, and contract choices to qualify business opportunities.
  • Coordinate end-to-end business capture process including B&P funds, proposal team formation, proposal development, costing, schedules, basis of estimate, review, editing, and contract negotiations compliant with Federal Acquisition Regulations (FAR) for Rough Order of Magnitude (ROM), Request for Proposal (RFP), Request for Information (RFI), Request for Whitepaper (RFW), and Request for Quote (RFQ) responses.
  • Develop BOEs ensuring reasonableness, adequate rationale and proper backup data including research and analyze of historical data to support proposal efforts
  • Ensure all applicable parties including program management, technical staff, manufacturing, supply chain, and
  • support staff collaborate toward accurate, current and complete proposal submissions
  • Maintain a centralized library of reusable content and proposal templates.
  • Monitor proposal success metrics and continuously refine processes for better outcomes.
  • Interact routinely with all personnel levels in MAS and Areté including management, production, engineering, security, IT, and administrative.
  • Other duties as assigned.

Experiences and Background We Look For (Required Skills):
  • Bachelor's degree in business, engineering, aerospace field, or equivalent experience with at least 5 years of experience.
  • History of business development and capture including creation of proposals within the DoD.
  • Ability to build and maintain relationships with DoD and industry partners.
  • Strong leadership abilities to manage cross-functional teams.
  • Ability to support multiple projects simultaneously.
  • Excellent written communication, verbal communication, and presentation skills.
  • Experience with Microsoft Office Word, PowerPoint, Excel and SharePoint.
  • Flexibility to travel as required.
  • U.S. Citizenship and ability to obtain TOP SECRET clearance.

NiceToHave(PreferredSkill):
  • Advanced degree in business (MBA), applied science, engineering or relevant field (MS/PhD).
  • Technical experience associated with active and passive sensor systems including hardware, software, and algorithms.
  • Experience with custom hardware/engineering.
  • Technical experience and understanding of modelling, simulation, and advanced algorithms such as Artificial Intelligence (AI), Machine Learning (ML), and Large Language Models (LLM).
  • Experience working with or as a contractor for Navy or other DoD/government customers.
  • Proven track record generating new or follow-on business with DoD customers.
  • Experience with Deltek Costpoint and IBM Cognos.
  • Active security clearance or ability to obtain TS/SCI clearance.

The salary range for this role is $120,000/yr to $160,000/yr; however, Arete considers several factors when extending an offer of employment, including but not limited to: the position and associated responsibilities, a candidate's work experience, education/training, and key skills
