Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Basic Education Standards for positions in the 1102 series :
Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.
Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000, will result in disqualification (this includes DISA employees).

Specialized Experience:
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.
Specialized experience is defined as experience providing technical and administrative guidance and assistance to subordinate staff members; and experience awarding and administering complex procurement contracts.

- Serves as Team Leader by identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, skill level, and/or occupational specialization.
- Manages proposal evaluation, cost/price analysis, source selection, contract writing, contract award, contract modifications and contract termination for major state-of-the art IT products, systems.
- Review incoming IT products, systems and service requirements and supporting documentation submitted by customers.
- Awards and administers the more complex and higher dollar value procurement contracts related to IT or Telecommunications products, supplies, and services.
- Develops and writes IT contracts, contract modifications, supplemental agreements, change orders, systems and services and issues delivery orders, as required, using, terms and conditions of existing contractual agreement.
- Coordinates with personnel and others as appropriate on problems associated with assigned IT products, systems, and services.

Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
