Position Overview
Quantum Science Solutions (QSS) is seeking an experienced IT Program Manager to
oversee the planning, execution, and delivery of complex technology projects supporting a
U.S. Government customer. The selected candidate will act as the primary point of contact
for project execution, ensure program objectives are met, and manage multi-disciplinary
technical teams delivering secure, high-quality solutions.
This role demands strong leadership, technical breadth, and the ability to integrate Agile
methodologies with structured program management practices for enterprise-scale
systems, cloud-based services, and COTS product integrations.

Key Responsibilities
• Serve as a single point of contact for project execution, maintaining proactive communication with stakeholders.
• Lead multi-functional teams to deliver technology solutions on time, within budget, and to scope.
• Identify and validate requirements for SharePoint, ServiceNow, Salesforce, and custom applications.
• Act as a SharePoint Designer and low-code/no-code solution developer.
• Coordinate and manage resources for COTS integrations, system engineering, and custom software development.
• Oversee system maintenance, troubleshooting, and SLA compliance for mission critical systems.
• Apply Agile project management practices for planning, tracking, and delivery of projects.
• Develop scope, schedules, cost estimates, ROMs, CSAs, and SLAs with sponsor oversight.
• Manage database administration (MySQL, MongoDB) and server environments (Linux, Windows, Apache, Tomcat, Express).
• Automate cloud resource provisioning and configuration using Bash, Terraform, AWS CloudFormation.
• Utilize DevOps tools such as Jenkins and GitHub to support CI/CD.
• Perform system vulnerability scan analysis, remediation planning, and secure configuration updates (PKI, TLS, Oracle Wallet).
• Oversee integration and deployment of applications into cloud production environments.
• Create and maintain automated test scripts, regression/UAT testing, and compliance validation.
• Provide architectural guidance, usability/accessibility design, and performance optimization.
• Coordinate with cloud service providers, system engineering teams, and architecture contractors.
• Manage risk, identify program challenges, and develop mitigation strategies.
• Deliver monthly technical, financial, and schedule performance reports.
• Maintain all project and service support documentation in approved repositories.

Mandatory Skills & Experience
• Demonstrated leadership in managing enterprise-scale IT programs and projects.
• Proven track record with Agile methodologies and tools (Jira, Confluence).
• Experience with SharePoint design, ServiceNow/Salesforce development, and low code/no-code platforms.
• Proficiency in JavaScript, HTML, CSS, JSON, YAML, XML, Bootstrap, AngularJS, NodeJS, Java, Python, SQL.
• Cloud automation and DevOps experience with AWS, Bash, Terraform, Jenkins, GitHub.
• Strong background in database and server administration.
• Experience with REST and SOAP web services, Spring frameworks, and AWS security services.
• Knowledge of system vulnerability scanning and remediation best practices.
• Skilled in creating technical documentation, cost estimates, and compliance reports.

• Bachelor’s degree in Computer Science, Information Technology, Business, or related field.
